Job description

Duties * Serve as the DPW, Operations and Maintenance, Contract Management Branch Chief at Aberdeen Proving Ground, MD. * Manage, direct, and administer construction contracts, requirements contracts and operations and maintenance contracts through subordinate leaders, technicians and administrative personnel. * Review work to prioritize and establish methods of accomplishment.

* Coordinate work with installation support and tenant activities. * Prioritize work based on risk assessment. * Coordinate hazardous waste issues involving lead testing, abatement and disposal with local, state and EPA authorities.

* Issue delivery orders on requirement contracts. * Prepare umbrella contracts for procuring operations and maintenance contracts through Directorate of Contracting * Responsible for planning and developing the quality assurance and contract surveillance programs. * Serves as a Contracting Officers' Representative.

Requirements Conditions of employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance for the duration of employment. * Required to complete a Financial Disclosure Statement, OGE-450 upon appointment and annually thereafter.

* Required to serve one-year Supervisory Probationary period unless already served. * Required to serve one-year probationary period unless already service. * Must obtain Contractor Officers' Representative (COR) certification within six (6) months of appointment.

Qualifications Who May Apply: US Citizens In order to qualify, you must meet the EXPERIENCE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Additional information about transcripts is . For the Supervisory Engineer Technician, GS-0802-13 grade level, you must meet qualifications for this position using your experience alone.

SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes: 1) Providing surveillance and quality assurance on maintenance, construction, or service contracts and 2) Directing a quality assurance program that includes categories such as: coordinating, estimating, surveying, verifying, executing, construction, alteration, extension, modification, maintenance and repair of facilities and utility systems. Education cannot be substituted for experience for the Supervisory Engineering Technician, GS-0802-13. Education Education cannot be substituted for experience for this position.
