Travel Required: Yes, Travel CONUS AND OCONUS beginning at 60%, up to 75%

Security Clearance Required: Active Top Secret


Provide Industrial Security Specialist support by management and oversight of all activities performed to support the protection of classified information developed by or entrusted to U.S industry operating under the National Industrial Security Program (NISP). The Mid-Level Industrial Security Specialist shall perform the duties and responsibilities as outlined below. These duties and responsibilities shall include but are not limited to the following:

Duties & Responsibilities:

Provide Ship and Site Activation Team Security Support.

  • Mid-Level Industrial Security Specialist support shall brief and coordinate SAP and collateral security requirements for USAF, USN, USMC, and international bed down sites.
  • Communicate secure facility construction and accreditation technical security standards.
  • Maintain and monitor security activities at bed down locations until facilities receive accreditation.
  • Identify security clearance and SAP access requirements at bed down locations.
  • Mid-Level Industrial Security Specialist shall assist the services in defining facility and infrastructure requirement to meet F-35 bed down for all sites.
  • Coordinate and participate in the development of CONUS and OCONUS Facilities Requirements Documents (FRDs) and document results.

Provide Security Role in Supply Chain Risk Management (SCRM).

  • The Mid-Level Industrial Security Specialist support shall assist F-35 JPO Security with the development and execution of a SCRM program.
  • Assist F-35 JPO Security with preventing the introduction of parts with malicious intent by a foreign adversary to disrupt, disable, or render ineffective F-35 systems.
  • Conduct Critical Program Information (CPI) Assessments and Criticality Analyses.
  • Evaluate and track SCRM Program and Implementation Plans.
  • Assist in coordinating with external agencies.

Assist with DoD Industrial Security Requirements Compliance.

  • Mid-Level Industrial Security Specialist support shall develop and maintain a database of cleared defense contractors supporting the F-35 JPO and their compliance status.
  • Assist in coordination with SMEs at Government agencies.

Provide DD-254 Management Support.

  • Mid-Level Industrial Security Specialist support shall draft DD-254s for prime contractors and update/revise existing DD-254s as changes occur; review sub-contract DD-254s to ensure accuracy.
  • Maintain appropriate supporting documentation for each DD-254 on file.
  • Validate facility clearance and storage level.
  • Validate DD-254 on file for Program Access Requests to support PERSEC inquiries.
  • Prepare and coordinate National Interest Determinations (NIDs).
  • Provide DD-254 guidance and contracting strategies.
  • Update and maintain the DD-254 database of records.
  • Other duties as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Mid-Level Industrial Security Specialist shall possess the knowledge, skills and abilities to comprehensively support the above tasks.
  • Site Activation or Bed down experience.
  • SAPF/SCIF/SAR Standard Operating Procedure (Land, Sea, or Air).
  • TSCM/TEMPEST Policy and or procedure.
  • ICD 705 Build experience (CONUS and or OCONUS).
  • ICD-705 Documentation experience.
  • ICD 705 Accreditation experience.
  • ICD-705 Cradle to grave project experience e.g., facility groundbreaking to completion of finish work.
  • ICD-705 Design-Build-Sustainment experience.
  • ICD-705 Design Review Process 35%, 65%, 95% experience.
  • ICD-705 Certification from accredited institution.

Minimum/General Experience:

  • Mid-Level Industrial Security Specialists must possess an active TS Security Clearance
  • Minimum of three (3) years of relevant specialized security experience.
  • Bachelor's Degree in the stated discipline or 6 years of relevant experience may be substituted for a Bachelor's Degree, or
  • Associate's Degree in the stated discipline or 4 years of relevant experience may be substituted for a Bachelor's Degree.
  • Industrial Security Oversight Certification (CDSE) must be acquired within one year of hire.
