Job description

Summary
This position is located in the U.S. Department of Labor (DOL), Office of Unemployment Insurance (OUI). OUI is responsible for providing leadership, direction, oversight, and assistance to state workforce agencies in the implementation and administration of state unemployment insurance (UI) programs, Federal unemployment compensation programs, and other wage-loss, worker dislocation and adjustment assistance compensation programs.
This position is inside the bargaining unit.

Duties

Major duties for this position are listed below:
  • Responsible for the analysis of new and revised instruction for budget formulation and execution. Performs a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budget for Employment & Training Administration (ETA) or major component(s) of ETA.
  • Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins.
  • Provides expert advice and recommendations for budgetary actions.
  • Formulates budget estimates for multi-year programs.
  • Tracks progress of ETA appropriations through Congress.
  • Assists in justification of budget before OMB staff.
  • Provides liaison between OMB staff and ETA budget offices.
  • Develops cost-benefit analysis of proposed budgetary and program actions and advises ETA officials and program managers of most advantageous courses of action.
  • Responsible for management, coordination, and execution of assigned projects and tasks. Follows associated policies and regulations and applies expert knowledge and skills when executing tasks in assigned areas of responsibility. Creates standard operating procedures for new assignments as necessary.

Qualifications
GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience for this position must include 3 out 4 of the following: (Note: Your resume must CLEARLY demonstrate this experience.)
  • Demonstrated work experience in the Federal budget process.
  • Experience in interpreting, applying, and developing new guidelines and principles to the administration of budgetary functions.
  • Writing analytical reports and/or making assessments on Federal budgetary processes and requirements.
  • Providing technical assistance and guidance both verbally and in writing.
