JSSA has been helping individuals and families across the Washington metro area through a wide range of counseling, educational, special needs services, in-home support, hospice and nursing care, and social services.ย BI & Analytics Analyst/Data Engineerย is the key resource for JSSA, and isย responsible forย allย engineering, development,ย support, andย management ofย dataย and analyticsย solutionsย within the agency.ย 

About the role:ย 

We are looking for a driven, analytically sharp BI & Analytics Analyst / Data Engineer to join our growingย ITย team. This is a hybrid role with an equal split between business intelligence delivery and hands-on data engineering โ€” ideal for someone who loves both telling stories with data and building the infrastructure that powers them.ย 

You will own the end-to-end analytics lifecycle: from shaping SQL Server data warehouse structures to delivering polished, self-service Power BI reports. You will work closely with business stakeholders,ย 3rd-partyย data engineersย (source data), andย IT business partnersย (and their stakeholders)ย to turn raw data into reliable, scalable, and actionable insight.ย 

Essential Functions:ย 

Businessย Intelligence & Analyticsย 

  • Worksย withย IT business partners andย operational leaders to design analyses that identify opportunities for improvement in care,ย evaluatesย adherence to clinical best practice, and measures outcomes.ย 
  • Assists with ensuring that agency data repositories produce consistent, reusable data through collaboration with key staff to develop, implement and provide guidance on standards and best practices.ย 
  • Promotes best-practiceย knowledge and use to business stakeholders enablingย self-serviceย analysis vs. IT owned development.ย 
  • Ownย self-serviceย reporting datasets,ย including DAX measures,ย data models, and row-level security.ย 
  • Translate business requirementsย into clear analyticalย deliverables,ย manage stakeholder expectationsย and iterate based on feedback.ย 
  • Monitorย report usageย and data quality, proactivelyย identifying and resolvingย issues.ย 
  • Documentย data definitions,ย metric logic,ย and report lineageย to supportย a data-literateย culture within the agency.ย 
  • Uses technical tools to query, manipulate, and summarize data from various data sources.ย 
  • Assists in designing, developing, maintaining, and updating databases on department and organizational needs.ย 

Data Engineeringย 

  • Design and build star schema data warehouse objects in SQL Server, including fact tables, dimension tables, and aggregate layers.ย 
  • Write and maintain T-SQL stored procedures, ETL pipelines, and staging-to-DWH data loads.ย 
  • Develop and own source-to-target mapping documentation for new data domains.ย 
  • Integrate data from source systems.ย 
  • Contribute to data quality, pipeline reliability, and warehouse performanceย optimizationย 
  • Support the adoption of self-service analytics by building clean, well-documented datasets.ย 
  • Document current data architecture,ย define logical/physical dataย andย establish agency data blueprint.ย 
  • Management and support of data warehouse solution (Wherescape RED), SQL Server and associated teย 

Data Managementย 

  • Define operationalย monitoring and alerting toolsย toย ensure end to end delivery of trusted, quality data from source systemsย to consumption.ย 
  • Establish best practice standards and processes forย data automation, orchestration, and transformation.ย 
  • Identify, design, implement and manage master data management solutionย for client and employeeย subjects. Work with key stakeholders to defineย data quality standards and operational DQ processes.ย ย ย 

Minimum Education, Licensure, and Work Experience Required:ย 

  • Bachelorโ€™s degreeย required;ย Masterโ€™s degree highly preferredย 
  • 5-7+ years of experience in a BI, analytics, or data engineering roleย 
  • Strong proficiency in SQL Server and T-SQL โ€” including stored procedures, window functions, and query optimizationย 
  • Hands-on experience building and maintaining Power BI reports and semantic models (DAX, Power Query)ย 
  • Hands-on experience with Wherescape OLAPย solution.ย  Experience with alternative OLAP solutions (e.g.,ย Azure Analysis Service, Azure Data Lake, and Azure Synapse Analytics).ย 
  • Experience integrating or working withย EHRย data (reports, APIs, or data exports)ย 
  • Familiarity with star schema / dimensional modelling concepts (Kimball methodology a plus)ย 
  • Python experience for data wrangling, automation, or pipeline scriptingย 
  • Experience with Microsoft Master Data Services (MDS), including defining entities,ย andย creationย ofย business rules.ย 
  • Experience with Microsoftย Data Quality Services (DQS) and SQL Server Integration Services (SSIS).ย 
  • Comfortable working across the full analytics stack โ€” from raw source data to end-user report.ย 
  • Strong communication skills โ€” able to explain data concepts clearly to non-technical stakeholders.ย 
  • Advanced skill set with Microsoft office suite (Power BI), SQL, and experience with EMR systems (hospice, homecare, and/or mental health) desired.ย ย
