Correctional Facility Expert Witness

Job Description:
We are seeking an experienced Correctional Facility Expert Witness to join our team of expert witnesses. The ideal candidate will have deep expertise in the administration and operations of correctional facilities, and mental and behavioral health care services within correctional settings, including jails, prisons, and detention facilities. This role is well-suited for a professional who can evaluate the quality of care provided to incarcerated individuals and provide expert opinions in legal cases involving correctional healthcare, mental health treatment, suicide prevention, inmate management, and standards of care.

This is a unique opportunity for a corrections expert to apply their experience in correctional mental health or healthcare to analyze complex cases, assess whether appropriate care was provided, and clearly communicate their findings within the legal process.



Key Responsibilities:

  • Evaluate correctional facility policies, procedures, and operational practices related to suicide prevention, crisis intervention, restrictive housing, segregation, inmate classification and management, and the delivery of mental and behavioral health services.
  • Review case materials such as incident reports, prison policies, suicide watch documentation, intake screenings, treatment plans, and correctional healthcare policies.
  • Prepare detailed written reports and expert opinions grounded in accepted standards of care related to correctional facility management and operation.
  • Provide expert witness testimony during depositions and trials โ€” clearly explaining correctional facility standards of care to attorneys, judges, and juries.
  • Consult with legal teams to evaluate the adequacy of care provided, identify potential failures in treatment or supervision, and assist in developing case strategies.
  • Stay current on correctional facility standards, constitutional requirements related to inmate healthcare, and best practices in correctional mental health services.

Qualifications:

  • At least 20 years of experience in correctional facility administration and operation.
  • Master's or B.S in Criminal Justice, Criminal Justice Administration, Public Administration, or a closely related field.
  • Former Wardens, Deputy Wardens, and Corrections Directors, and other senior correctional leadership professionals are highly desired.
  • Extensive experience managing correctional facility operations, security, inmate supervision, and institutional programs within jails, prisons, detention centers, or correctional healthcare environments.
  • Strong knowledge of constitutional requirements, correctional standards, use of force, inmate classification and housing, restrictive housing and segregation policies, suicide prevention protocols, crisis intervention procedures, inmate management, and mental and behavioral health services within correctional settings
  • Experience reviewing policies, procedures, and incident reports and evaluating whether care met accepted standards of care for incarcerated populations.
  • Strong analytical and report-writing ability, with the capability to translate findings into clear expert opinions.
  • Excellent communication and presentation skills with the ability to explain concepts to attorneys, judges, and juries.
  • Prior expert witness experience is highly desirable but not required.
  • Experience with PREA compliance, ACA accreditation standards, NCCHC standards, National Institute of Corrections (NIC) programs, or other correctional accreditation and regulatory frameworks is strongly preferred.
