This position is located in the Natural Resources Conservation Service (NRCS), and will serve as the Financial Resource Specialist within a State Office. The incumbent will perform a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of NRCS.Qualifications:In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement:
For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Performing Financial Analysis Performing Analysis, Researching, analyzing, and providing advice, assistance, and guidance on financial resources management; and Assisting with project budget needs and tracking expenditures..

Education at the GS-11 grade level: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in Accounting Business Administration and Management, Business and Managerial Economics, Economics, Insurance, Real Estate, Finance, Mathematics, etc. or related degree:

Combination of Education and Experience: A combination of education and experience as listed above.
For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools. Providing guidance and assistance in projecting, planning, allocating, and executing financial resources. Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations. Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; and/or Coordinating internal controls processes and financial audit activities..
NOTE: There is no education substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.Education:This job does not have an education qualification requirement.
