Job Summary:

This position is responsible for overseeing environmental regulatory compliance for assigned NorthStar Energy companies which includes planning and implementing environmental policies and procedures in compliance with local, state, and federal rules and regulations; responding to and overseeing spills and releases; supporting acquisitions by performing and overseeing due diligence activities; and managing existing remediation projects. This position is a designated Qualified Individual (QI) for spill response and a Company Security Officer (CSO) in accordance with 33 CFR Chapter H โ€“ Maritime Security. Additionally, the person filling this role will be required to fulfill primary and alternate roles on one or more company Incident Management Teams (IMTs).ย 

Essential Functions:

  • Hires, trains, manages, and coaches environmental team staff (directly or indirectly) to ensure maximum performance.
  • Develops, reviews, and edits facility and vessel oil discharge contingency plans, operations manuals, security plans, and related documents.
  • Prepares regulatory permits and applications. Inspects facilities for environmental compliance.ย 
  • Tracks regulatory changes, analyzes new regulations for applicability, and develops programs, processes, or procedures for compliance with new and existing regulations.
  • Owns and manages agreed-upon department budget.
  • Effectively communicates with agency personnel, industry colleagues, contractors, and coworkers.
  • Leads and ensures management ofenvironmental remediation projects, including developing strategy, budgeting, document retention, internal reporting, and coordinating cleanup measures with third party contractors in compliance with State and Federal law.ย 
  • Provides guidance to company personnel on potential or actual breaches of compliance regulations and recommends corrective or preventative actions.
  • Completes all aspects of environmental due diligence, including, hiring third party contractors, initiating and reviewing Phase I and Phase II ESAs, developing information requests, reviewing all provided environmental documents, advising on compliance with State and Federal law, and onboarding/training of new entities.
  • Integration of new acquisitions to NorthStar environmental compliance program.
  • Provides regulatory training to staff.
  • Proactively identifies best practices and opportunities for improvement with regard to environmental compliance and initiatives.
  • Actively works to mitigate environmental risk and exposure for all NorthStar Energy companies, including, but not limited to, seeking closure for agency reportable spills, pushing contaminated sites toward closure, interfacing with customers, identifying and remedying potential exposures, and advising on environmental position and compliance risk during acquisitions and divestitures.
  • Actively participates in NorthStar Energy Business Continuity Group and business resilience development initiatives.
  • Leads and facilitates the development and training of Incident Management Teams (IMTs) across NorthStar Energy companies. Includes initial development; routine reviews and updates; maintenance of contact matrices; training of staff; implementing, facilitating, and participating in various types of drills and exercises in a multitude of roles, including without limitation Incident Commander, Liaison Officer, Planning Section Chief, and/or Environmental Unit Lead.
  • Participates in industry organizations, attending meetings, conferences, and training as appropriate.
  • This position requires travel to all NorthStar Energy company locations.ย 
  • All other duties as assigned.

Education and Experience:

  • Bachelorโ€™s Degree in Science, Engineering, or a related field
  • 12-15 years of experience in multi-media environmental compliance or environmental consulting or an equivalent combination of education and experience.
  • Experience working with regulations and/or regulators in one or more of the following states: Alaska, California, Idaho, Montana, and Washington.
  • Experience with fuel storage facilities and infrastructure, tank barges, and tugs preferred.
  • Experience with air and stormwater regulations preferred.
  • Professional credential, such as Registered Environmental Manager (REMยฎ) preferred.
