Job description
Under the direction of the Director of Compliance and Quality Management, provide the necessary oversight to ensure programs are operating in compliance with all local, State, and Federal laws, in addition to Northside Center policies and procedures. This position is responsible for performing tasks related to ensuring program and corporate adherence to industry standards and regulations, driving continuous improvement initiatives, and fostering a culture of excellence and accountability. This position will also provide corporate compliance oversight, including reviews of internal controls and processes to ensure organizational compliance with standard operating procedures and regulations, with the goal of identifying inefficiencies and making recommendations for process improvement.
DUTIES AND RESPONSIBILITIES:
1. Perform program utilization reviews, including for OMH licensed program(s), to ensure recipients are receiving appropriate services and are being served at an appropriate level of care. This includes submission of findings and/or Corrective Action Plan(s) to program leadership based on findings.
2. Responsible for program audit preparation activities and overall readiness, including program visits to review physical plant, administrative documentation, staff preparedness, and quality case record review. This includes providing guidance to staff regarding program regulatory requirements.
3. Assist with incident management, including reporting to external regulatory agencies (NYS Justice Center and NYS Office of Mental Health), incident tracking and trending analysis, along with participation in any applicable Northside Center Operating and Regulatory Committees.
4. Participation in development and monitoring of quality improvement activities across all programs, as assigned by Director of Compliance and Quality Management and/or Senior Management.
5. Evaluate the effectiveness of programs and initiatives to ensure they are delivering desired outcomes using data-driven insights to improve program implementation and success.
6. Assist Senior Management in development of, or revision to, applicable Northside Center policies to improve organizational outcomes and ensure alignment with current Federal and State Laws, rules, regulations, policies and standards.
7. Responsible for auditing Northside Center internal processes to ensure alignment of processes with applicable laws and regulations and organizational policy. Through internal audits, actively identify performance/ process improvement opportunities and communicate such findings to Director of Compliance and Quality Management and/or Senior Management.
8. Identify potential risks that could impact Northside Center's reputation, safety, security, and financial prosperity. Assist Senior Management in the development and implementation of policies and procedures to mitigate these risks.
9. Identify and assist Northside Center in establishing methods to improve the required provider's efficiency, quality of services, to reduce the provider's vulnerability to fraud, waste and abuse.
10. Conduct periodic audit and monitoring activities as part of the annual Compliance Work Plan.
11. Complete additional duties as assigned by Director of Compliance and Quality Management and/or Senior Management.
SPECIFIC SKILLS:
- Must be able to identify, understand, interpret, and operationalize various Federal and State Laws, rules, regulations, policies, guidelines, and performance standards;

QUALIFICATIONS:
- Master's Degree required;
- Master's level professional staff license required (LMSW, LCSW, LCAT, LMFT, or LMHC);
- 2-5 Years of Not-For-Profit experience in a managerial capacity with respect to mental health, especially knowledge of NYS Office of Mental Health (OMH) Article 31 regulations and standards of care;
- Experience with incident and risk management in a non-profit organization; school-based programs, Early Intervention, Department of Education standards; Early Head Start/ Head Start performance standards; and Office of Inspector General (OMIG) industry standards and regulations preferred.
