What are the key skills and qualifications needed to thrive in a Nonproliferation specialist role, and why are they important?

To thrive as a Nonproliferation specialist, you need a strong background in international relations, security studies, or political science, often with an advanced degree and knowledge of arms control treaties. Familiarity with analytical tools, intelligence databases, and monitoring systems like the International Atomic Energy Agency’s (IAEA) safeguards is commonly required. Strong research abilities, attention to detail, and effective communication skills are essential for evaluating risks and presenting findings to diverse audiences. These skills are vital for preventing the spread of weapons of mass destruction and supporting global security initiatives.

What is the difference between Nonproliferation vs Export Control Specialist?

AspectNonproliferationExport Control Specialist
CredentialsSecurity clearances, international relations knowledgeExport licensing, compliance certifications
Work EnvironmentGovernment agencies, international organizationsDefense contractors, export compliance firms
Industry UsageNational security, nuclear, missile technologyTrade, manufacturing, defense sectors

Nonproliferation focuses on preventing the spread of nuclear, chemical, and biological weapons, often involving international treaties and security measures. Export Control Specialists primarily ensure compliance with export laws and regulations to prevent unauthorized transfer of sensitive technology. While both roles involve security and compliance, nonproliferation emphasizes international security efforts, whereas export control centers on legal trade restrictions and licensing.

What is nonproliferation?

Nonproliferation refers to efforts, policies, and international agreements aimed at preventing the spread of nuclear weapons, materials, and related technology. The goal is to reduce the risk of nuclear conflict and promote global security. Organizations and governments work together to monitor compliance, enforce treaties like the Nuclear Non-Proliferation Treaty (NPT), and support safe, peaceful uses of nuclear energy. Nonproliferation professionals may engage in research, policy development, and international diplomacy to support these objectives.

How does a professional in nonproliferation typically collaborate with international partners and agencies?

Nonproliferation professionals frequently work with international organizations, government agencies, and non-governmental organizations to monitor and enforce treaties, share intelligence, and develop policy recommendations. Collaboration is often conducted through joint working groups, conferences, and secure information-sharing platforms. Building trust and maintaining clear communication with diverse stakeholders is essential to achieving shared goals related to the prevention of weapons proliferation.

The Nuclear Nonproliferation Division (NND) at Oak Ridge National Laboratory (ORNL) is a leader in research, development, and deployment of technology that enhances nuclear nonproliferation and safeguards, reduces threats to nuclear material at risk, and expands the national capabilities in radiation detection and nuclear forensics. The NND Nonproliferation Safeguards and Treaty Verification Section provides direct R&D and technical support to the DOE and its National Nuclear Security Administration (NNSA) in efforts to control and reverse the international proliferation of nuclear, chemical, biological, and missile (NCBM) technologies and programs that may support weapons research, development, and/or production.  Our Section has a broad focus on technologies spanning the range of NCBM technologies; we are seeking a mid-career nonproliferation technical staff member to aid in these efforts.

Please provide a writing sample responding to the following prompt and upload the document: “In no more than 2 pages (excluding references), please explain an emerging technology or trend in your technical area of expertise and its potential impact on U.S. national security.”

If you have difficulty uploading the document, please email to crossdr@ornl.gov.

Major Duties/Responsibilities:

  • Prevent illicit or unintended transfers of NCBM weapon of mass destruction (WMD)-related commodities, software, and technology to destinations and end users of concern.
  • Evaluate emerging proliferation threats, their magnitude, implications, and the impacts on the United States’ worldwide interests.
  • Evaluate strategic trade controls and the efficacy of international and domestic export control guidelines for NCBM-specific and dual use equipment, with special attention to interpretation and applicability of controls, regulations, and guidelines.
  • Identify emerging technologies of interest to the nonproliferation and export control mission spaces, to include writing and delivering products and briefings on short notice.
  • Perform statutorily mandated dual use export licensing reviews for DOE/NNSA sponsor.
  • Represent DOE/NNSA sponsor in technical cooperation venues involving export control discussions, border security issues, nuclear fuel cycle (NFC) proliferation risks, and WMD development scenarios.
  • Develop and deliver briefings for various audiences and backgrounds, including U.S. government officials, technical subject matter experts, export compliance personnel, and domestic and foreign policy implementers.
  • Assist in developing proposals, program plans, budget, and scheduling activities. Collaborate with the DOE/NNSA sponsors on a regular basis and ensure the timely completion of quality results.
  • Collaborate with scientists, engineers, government officials, and U.S. private industry representatives, and collaborate across ORNL to leverage laboratory capabilities and advance mission outcomes.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within given timeframes, and adapt to constantly evolving needs.
  • Experience presenting technical results to technical and non-technical sponsor communities.

Preferred Qualifications:

  • PhD in engineering, physics, mathematics, chemistry, materials science, or related field with a minimum of 5 years of relevant experience, or MS in these areas with a minimum of 8 years of relevant experience.
  • Knowledge and interest in U.S. and international export control regulations, including all United States export agencies (Energy, Commerce, State, Nuclear Regulatory Commission, and Treasury) and international control regimes (Nuclear Suppliers Group, Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement).
  • Familiarity and interest in supporting dual use export licensing process through statutorily mandated license reviews for DOE/NNSA sponsor.
  • Familiarity and interest in emerging technologies of interest to the nonproliferation and export control mission spaces.
  • Highly motivated and organized self-starter with the ability to work independently and to participate creatively in collaborative teams across the DOE complex.
