Nonproliferation information
What is nonproliferation?
How does a professional in nonproliferation typically collaborate with international partners and agencies?
What are the key skills and qualifications needed to thrive in a nonproliferation specialist role, and why are they important?
What is the difference between Nonproliferation vs Export Control Specialist?
| Aspect | Nonproliferation | Export Control Specialist |
|---|---|---|
| Credentials | Security clearances, international relations knowledge | Export licensing, compliance certifications |
| Work Environment | Government agencies, international organizations | Defense contractors, export compliance firms |
| Industry Usage | National security, nuclear, missile technology | Trade, manufacturing, defense sectors |
Nonproliferation focuses on preventing the spread of nuclear, chemical, and biological weapons, often involving international treaties and security measures. Export Control Specialists primarily ensure compliance with export laws and regulations to prevent unauthorized transfer of sensitive technology. While both roles involve security and compliance, nonproliferation emphasizes international security efforts, whereas export control centers on legal trade restrictions and licensing.

Nonproliferation and Export Control ProfessionalAs a U.S. Department of Energy (DOE) Office of Science national laboratory, ORNL has an 80-year legacy of supporting the nation’s security and strategic missions. ORNL is home to more than 7,000 dedicated, innovative staff, working in a culture that values diverse perspectives and backgrounds. In addition to cutting edge science, ORNL’s work includes protecting sensitive technologies and ensuring compliance with U.S. laws and international obligations designed to prevent the spread of weapons of mass destruction and their delivery systems.
The Nuclear Nonproliferation Division (NND) at ORNL advances U.S. export control and nonproliferation objectives by providing subject matter expertise that strengthens national security policy, supports regulatory improvements, and enhances compliance and implementation at both localized and federal levels. Within NND, the Nonproliferation Safeguards and Treaty Verification Section provides direct support to the DOE and the National Nuclear Security Administration (NNSA) to help control, detect, and deter the proliferation of nuclear, chemical, biological, and missile (NCBM) technologies. Our nonproliferation work spans the full spectrum of NCBM-related technologies and includes applied analysis and operational support that informs export control implementation, interdiction, compliance, and international engagements. The Section also supports the development of U.S. nonproliferation policy by providing technical analyses and recommendations that help propose, evaluate, and inform updates to relevant policies, guidance, and regulatory frameworks. We are seeking an early-career nonproliferation technical staff member to join our diverse team and help advance these efforts.
Major Duties/Responsibilities:
- Prevent illicit or unintended transfers of WMD-related commodities, software, and technology to destinations and end users of concern.
- Evaluate emerging proliferation threats, their magnitude, implications, and the impacts on the United States’ worldwide interests.
- Evaluate strategic trade controls and the efficacy of international and domestic export control guidelines for nuclear and dual use equipment, with specific attention to interpretation and applicability of controls, regulations, and guidelines.
- Study and implement sophisticated export control approaches and the role of national controls for the protection of commodities and technology subject to strategic trade control.
- Identify and deploy methodologies for raising awareness of export compliance responsibilities. Recommend strategies, tools, and resources for complying with US export control laws and regulations.
- Identify high risk property, including items that are proliferation-sensitive, export controlled, military/weapons related, or specially designed or prepared for the nuclear fuel cycle. Develop associated control, destruction, or demilitarization plans.
- Develop subject matter expertise in the major areas of concentration involving export controlled technologies, high risk property, and foreign interactions.
- Design, develop, and implement technology control or protection plans to guard against inadvertent technology transfers and the associated loss of economic or national security.
- Represent the DOE/NNSA sponsor in technical cooperation venues involving export control discussions, border security issues, NFC proliferation risks, and nuclear weapons development scenarios.
- Assist in the management of nonproliferation programs involving staff from across the DOE complex. Develop proposals, program plans, budget, and scheduling activities. Collaborate with the DOE/NNSA sponsors on a regular basis and ensure the timely completion of quality results.
- Develop and implement detailed training curricula, lectures, and compliance assistance programs.
- Collaborate with U.S. and foreign scientists, engineers, government officials, and U.S. private industry representatives.
- Domestic travel is required (foreign travel is possible), approximately once per month.
Basic Qualifications:
- BS/BA degree in engineering, physics, mathematics, chemistry, international studies, or related field.
- Demonstrated skills in public speaking and technical writing.
- Strong technical aptitude.
- Strong teamwork skills and dedication, with the ability to shift priorities quickly, work well with diverse backgrounds.
- Ability to travel domestically once a month, on average.
Preferred Qualifications:
- MS degree in international relations, international studies, or related field.
- A genuine interest in U.S. and international export control regulations, including all United States export agencies (Energy, Commerce, State, Nuclear Regulatory Commission, and Treasury) and international control regimes (Nuclear Suppliers Group, Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement).
- Successful candidates will be highly organized and self-motivated, with strong interpersonal skills, effective oral and written communication skills, and training development capabilities.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the DOE complex.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within given timeframes, and adapt to constantly evolving needs.
Special Requirements:
- Visa sponsorship is not available for this position.
- Q clearance:This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position.
