Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to independently perform detailed engineering surveys, review assessments and assists in performing technical review, planning, and directing the enforcement of laws and regulations to provide safe and sanitary conditions for swimming pools, recreation areas, and bathing beaches. Conducts non-routine investigations in response to complaints, contamination or illness.

Essential Functions
  • Under immediate supervision of the Program Manager, receives formal training on how to evaluate complex engineering plans associated with swimming facilities and bathing beaches.
  • Prepares detailed technical reports of assessment, inspections, and investigations for supervisory review.
  • Assists with review of licensure applications.
  • Participates in conferences with regulated entities and the general public explaining statutory requirements and regulatory compliance.
  • Attends and completes mandatory knowledge-based and practical training required by the Office of Health Protection standard operating procedures and program requirements.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years college with a bachelor's degree in engineering and coursework in sanitary, public health or environmental engineering. 
Preferred Qualifications
  • Engineering degree is from an ABET (Accreditation Board for Engineering and Technology) accredited university. 
  • Six (6) months of experience conducting detailed on-site professional environmental engineering investigations and studies for general engineering program activities. 
  • Six (6) months of experience preparing detailed technical engineering reports on investigation findings, sample reports or corrective action. 
  • Six (6) months of experience performing reviews of licensure applications. 
  • Six (6) months of experience in environmental field sampling equipment and chemical and bacteriological testing techniques. 
  • Six (6) months of experience responding to routine public inquiries by phone, email or mail regarding regulations, requirements and policies of the program. 
  • Six (6) months of work experience using Microsoft software products including Word, Excel, PowerPoint etc. 
Conditions of Employment
  • Requires appropriate, valid driver’s license.
  • Requires use of personal vehicle for extensive work-related travel within the State.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
