Description
The Civil Engineer I position is an entry-level Civil Engineering position. This position is distinguished from the Civil Engineer II and Senior Civil Engineer levels by the performance of the more routine tasks and duties assigned. Since this position is typically used as a training position, employees may have only limited or no directly related work experience. The incumbent performs beginning level professional engineering work which involves responsibility for coordinating projects of limited scope in the Engineering Division. Assignments require the application of basic professional knowledge and skills to various public works engineering matters. Work is performed under the guidance of a higher-level professional engineer who reviews work procedures and results. The Civil Engineer I reviews and examines submittals prepared by outside consultants or contractors. The position is responsible for assisting con-tractors, developers, builders, citizens, other departments, and oversees at a general level the work of contractors on construction jobs.
The Civil Engineer II position is the full journey level position within the Civil Engineer series. This position is distinguished from the Civil Engineer I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the Department. This position is normally filled by advancement from the Civil Engineer I level, or when filled from the outside and have prior experience. The Civil Engineer II performs program management assignments demanding considerable knowledge of various aspects of engineering, related computer software, and survey instruments. Projects include but are not limited to land development, planning, design standards and regulations, streets and street improvements, traffic, storm drainage facilities, sanitary sewer facilities, municipal facilities, bridges, retaining walls, grading and drainage, review and processing of private development plans and development actions, and construction and maintenance.
The Senior Civil Engineer is an advanced professional engineer exercising full responsibility for planning and organizing a variety of assigned public works projects. The Senior Civil Engineer plans and conducts work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria. The incumbent in this position devises new approaches to problems encountered. This position requires professional experience to assure competence as an engineering supervisor, program manager, and licensed professional engineer. The employee serves as a project and team leader in the field and office on projects including but are not limited to land development, planning, design standards and regulations, streets and street improvements, traffic, storm drainage facilities, sanitary sewer facilities, municipal facilities, bridges, retaining walls, grading and drainage, review and processing of private development plans and development actions, and construction and maintenance. Those in this position display leadership and provides supervision, oversight, and guidance to Engineering Division staff. The Senior Civil Engineer serves as a liaison between individuals and units within or outside the organization with responsibility for acting independently on technical matters pertaining to this field. Work at this level usually requires extensive progressive experience. Work is performed with considerable independence under the general direction of the City Engineer/Assistant City Engineer, and is subject to review by conferences, reports submitted, and through the observation of results achieved.
