Significance, Inc. is seeking a Senior Analyst - NIWC, to join our growing team in San Diego, CA. This position is five days onsite and requires an Active Secret Clearance.
The Senior Analyst provides mid-level analytical and operational support to NIWC Pacific's Finance and Corporate Operations organizations. This position supports financial reporting, business process improvement, strategic initiatives, portfolio management, and operational performance tracking.
The analyst conducts research, analyzes financial and operational data, develops reports and dashboards, supports reconciliations, assists with governance documentation, and contributes to the development of executive briefings. The role requires the ability to work across multiple functional areas including Finance, Business Analytics, Total Force Management, Strategy Management, and Accountable Property support environments.
Required Skills:
  • Bachelor's degree in Business, Finance, Accounting, Public Administration, Management, Economics, or related field AND seven (7) years of experience in management analysis, financial analysis, business operations, or program support
  • Experience reviewing and analyzing financial or operational transactions for accuracy, compliance, and performance trends
  • Experience preparing analytical reports, executive summaries, and briefing materials
  • Strong proficiency in Microsoft Excel (data analysis, pivot tables, formulas, reporting models)
  • Experience using data visualization or reporting tools (e.g., Power BI, Tableau, Qlik, or similar)
  • Ability to research and resolve discrepancies in financial, operational, or administrative data
  • Experience documenting processes, procedures, and workflow improvements
  • Strong organizational skills with the ability to manage multiple taskings simultaneously
  • Strong written and verbal communication skills
  • Ability to work with sensitive financial or operational data

Desired Skills:
  • Experience supporting Navy, NAVWAR, or NIWC Pacific organizations
  • Familiarity with Navy ERP (SAP-based), Advana, DTS, or related DoD systems
  • Experience supporting: Vendor payment or accounting operations
  • Reconciliations (cash, unmatched disbursements, contracts, or payroll)
  • Tri-annual reviews or audit readiness initiatives
  • Knowledge of DoD Financial Management Regulation (FMR)
  • Experience supporting portfolio governance boards or executive-level strategy reviews
  • Exposure to Balanced Scorecard or performance management frameworks
  • Experience supporting Workforce Acceptance Agreements (WAA) processing or manpower analysis
  • Familiarity with process improvement methodologies (CPI, Lean, Six Sigma)

Additional Comments:
  • This position may support financial reporting, audit readiness efforts, portfolio review packages, strategic planning documentation, or operational analytics.
  • The role requires strong analytical thinking and the ability to translate complex data into actionable insights for leadership.
  • Work products may include dashboards, briefing slides, reconciliation reports, governance documentation, and process narratives.
  • Some travel may be required in accordance with the SOW.
  • Must comply with OPSEC, CUI handling, and security requirements outlined in the SOW.

$97,000 - $107,000 a year
At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.
We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply. This position is also eligible for a comprehensive and generous benefits package.
