Job Description:

Parsons is looking for an amazingly talented Construction Manager to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

Program background

The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

What You'll Be Doing:

We are seeking an experienced Construction Manager with a minimum of 15 years in the field to oversee the Gateway Hudson Tunnel Project (HTP) New Jersey Surface Alignment (NJSA) package. The successful candidate will be responsible for supervising all aspects of field operations, managing multidisciplinary teams, ensuring strict adherence to safety and quality standards, and maintaining project schedules and budgets on this major infrastructure initiative.


Construction Oversight & Field Management:

  • Direct and supervise all construction activities, including contractor oversight and coordination with project stakeholders.

  • Administer the Safety and Security Management Plan (SSMP), ensuring compliance with safety protocols, thorough incident reporting, and implementation of proactive risk mitigation measures.

  • Guarantee that all construction work meets technical specifications, contractual obligations, and regulatory requirements.

  • Oversee special inspections, testing services, and comprehensive quality assurance processes.

  • Manage site logistics, including utility coordination, maintenance, cleaning, repairs, and compliance with building management procedures.

Project Controls & Reporting

  • Oversee schedule management functions, including maintenance of the Integrated Master Schedule, milestone tracking, and timely completion of all construction phases.

  • Lead cost and budget management activities such as forecasting, monitoring cash flow, and supporting requisition and invoicing processes.

  • Prepare detailed project reports on a monthly, quarterly, and annual basis encompassing safety, quality, environmental, financial, and milestone progress.

  • Maintain rigorous change control procedures for schedule and budget baselines, ensuring proper versioning and historical documentation.

Team Leadership & Coordination

  • Supervise and mentor construction management personnel, including Resident Engineers, field engineers, and Quality Inspectors.

  • Facilitate stakeholder communications, lead meetings, and ensure effective documentation and reporting.

  • Collaborate with design, procurement, and technical teams to resolve construction challenges, implement design modifications, and integrate project packages.

  • Manage interface coordination across various project segments, leading regular meetings and resolving any interface-related issues.

Compliance & Quality Management

  • Ensure strict compliance with NEPA, permitting requirements, and other applicable environmental and regulatory standards.

  • Oversee execution of the Quality Management Plan (QMP), including management of special inspection agencies and quality control programs.

Risk & Change Management

  • Lead risk management initiatives, maintain risk registers, facilitate analyses, and support contingency planning activities.

  • Provide technical assessments regarding changes to project scope, schedule, and cost, and manage negotiation strategies and responses to claims and change orders.

Stakeholder Engagement

  • Represent the Construction Management Team in meetings with regulatory bodies, community stakeholders, and external partners.

  • Support government affairs, outreach programs, and communications initiatives as needed.

Required Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline; advanced degree preferred.

  • A minimum of 10 years of experience managing large-scale infrastructure or transportation construction projects.

Key Skills and Abilities

  • Demonstrated leadership in managing multidisciplinary teams and complex field operations.

  • Extensive knowledge of federal, state, and local regulations, including NEPA, permitting, and safety standards.

  • Advanced expertise in project controls, scheduling, cost management, and risk assessment.

Preferred Qualifications & Skills:

  • The candidate should meet the following minimum qualifications

  • 4-year Bachelor of Science degree in Civil Engineering with adequate course work in geotechnical engineering to demonstrate sufficient knowledge of geotechnical engineering principles, soil and rock mechanics and testing, and construction methods (a Master's degree in geotechnical engineering is preferred) or CMAA certification in Construction Management

  • 8 -12 years of related heavy civil work experience preferably in northern New Jersey/NYC area

  • EIT (Engineer-in-Training) certification (a Professional Engineer registration in State of New Jersey and/or ability to obtain PE registration is preferred)

  • Familiarity with commercially available geotechnical programs for design of deep and shallow foundations, support of excavation systems and slope stability such as LPILE, GROUP, FB-MultiPier, Slope-W, Seep-W, DeepEx, Plaxis, Settle3D, etc.

  • Familiarity with commonly used geotechnical manuals and publications

  • Familiarity with AASHTO, NJDOT and Amtrak Standards

  • Good written and verbal communication skills

  • Experience managing federally funded projects and public sector construction initiatives.

  • Knowledge of asset management, testing protocols, QC/QA on a DB contract, and best practices in field engineering.
