Job description

MPT&E Program Analyst

Location: Norfolk, VA

Job Type: Full-Time

Salary: Starting at $100,000 per year

Security Clearance: Secret

Travel: Up to 20%, including OCONUS travel

Position Overview

We are seeking an experienced MPT&E Program Analyst to support U.S. Navy manpower, training, readiness, and force management requirements in Norfolk, VA.

The ideal candidate will have demonstrated experience in Navy manpower and manning, with a strong understanding of manpower analysis, Shore Manpower Requirements Determination (SMRD), Total Force Manpower Management System (TFMMS), Navy training management systems, and the OPNAV Planning, Programming, Budgeting, and Execution (PPBE) process.

The successful candidate will provide analytical support for the identification, substantiation, validation, and advocacy of OLW/MOC MPT&E requirements and will work with Navy, Joint, Service, and senior-level stakeholders.

Required Qualifications

  • Demonstrated experience with U.S. Navy manpower and manning.
  • Experience supporting MPT&E-related requirements.
  • Secret Security Clearance.
  • Strong analytical and problem-solving skills.
  • Ability to support the identification, substantiation, and advocacy of OLW/MOC MPT&E requirements.
  • Willingness to travel up to 20%, including OCONUS travel.

Desired Experience

  • Navy Manpower Analysis experience.
  • Shore Manpower Requirements Determination (SMRD) experience.
  • Understanding and experience with the Total Force Manpower Management System (TFMMS).
  • Experience supporting a CCDR, NFC, NCC, Joint, Service, or Echelon III or above Flag staff.
  • Experience working as an Action Officer in an MPT&E position.

Experience Requirements

MPT&E Staff Experience

Desired:

  • Five (5) years of experience within the last ten (10) years as an Action Officer in an MPT&E position on a CCDR, NFC, NCC, Joint, Service, or Echelon III or above Flag staff.

Minimum:

  • Three (3) years of experience within the last ten (10) years in an MPT&E-related staff position on a CCDR, NFC, NCC, Joint, Service, or Echelon III or above Flag staff.

Program Analyst Experience

Minimum:

  • Three (3) years of experience working as a Program Analyst related to the following programs and systems:
  • Fleet Training Management and Planning System (FLTMPS)
  • Navy Training Management and Planning System (NTMPS)
  • Defense Readiness Reporting System (DRRS)
  • Training Requirements Module (TRM) of the Corporate Enterprise Training Activity and Resource Systems (CeTARS)

PPBE Experience

  • Demonstrated knowledge and experience with the OPNAV Planning, Programming, Budgeting, and Execution (PPBE) process.

Key Responsibilities

  • Analyze U.S. Navy manpower and manning requirements.
  • Support MPT&E manpower planning and requirements determination.
  • Support Shore Manpower Requirements Determination (SMRD) activities.
  • Analyze and utilize manpower data within TFMMS and related Navy systems.
