Job description

Position title : MILCON Future Plans Specialist Location : Stennis Space Center, Mississippi Clearance required : SECRET Responsibilities include (but are not limited to): * Assist with planning and organizing activities associated with maintenance, improvements, and upgrades of SBTC facilities and grounds. Provides staff advice, coordination, monitoring, and review to ensure successful execution of US-funded MILCON, O&M operations, and SRM projects from preliminary planning through the design, construction, and warranty stages. Assist in working with diverse teams, utilizing both contract and in-house resources to deliver quality facilities for SBTC. * Assist with the Project Manager for SBTC work execution and future program growth. * Assist with providing direction and continuing management actions to ensure all construction programs (Military Construction (MILCON) and Operations and Maintenance (OM) Programs are professionally planned, well justified, and executed on time). * Assist in developing and maintaining long-range Sustainment, Restoration and Modernization (SRM) program requirement plans. * Assist in providing engineering and financial audit expertise in the development, dissemination, implementation, integration, and improvement over program requirements, administrative and organizational programs, and process improvement initiatives. * Assist with the formation and execution of SRM projects and programs associated with Real Property assets and construction type facility projects. * Assist with technical consultants on all aspects of SRM Project issues related to project settlement, Asset under construction, Unliquidated Obligations (ULOs), project tracking and audit readiness. * Assist in developing detailed reports and status of funds on assigned Annual Operating Budget (AOB), Program Objective Memorandum (POM), and Unfunded requirements. * Assist in tracking status of approved projects through NSW engineers, Comptroller, NAVFAC, and NASA/Stennis Space Center (SSC). * Assist with coordinating trouble calls with NAVFAC, SSC and maintain records. * Assists with the execution of MILCON and Strategic Projects across multiple program sites, ensuring alignment with project schedules and goals. Provide imaginative and thorough solutions to overcome technical challenges while ensuring alignment with organization objectives. * Coordinate project schedules, budgets, milestones, and resources, addressing issues to meet customer requirements and program objectives. * Analyze program requirements, factors contributing to cost, schedule, and scope on a program basis to decide adequacy of estimates to accomplish design and construction programs. * Assist with ensuring project data quality by validating and updating project databases and disseminate status, schedules, budgets, and issues to project team and stakeholders. * Assist with proving technical advice, resolve project related challenges, and align cross-functional teams for effective program execution. * Ensures quality control of all internal project management deliverables. * Assist in representation in meetings with officials and other agencies to foster collaborative solutions and achieve successful program execution. * Assist coordination with stakeholders to provide status and manage expectations throughout the project life cycle. * Assist with MILCON and Special project documentation preparation such as: * Assist in preparing facility estimates, space analysis, project justification, cost estimates, site approvals, environmental impact statements and other data to as required to support the command facilities program. * Assist in reviewing and analyzing plans and specifications for major construction projects prepared by civilian architectural engineering firms and NAVFAC to ensure structural and functional adequacy. * Assist in reviewing plans and specifications to ensure they conform to the Uniform Building Code, Department of Defense and Navy criteria. * Assist in reviewing plans and specifications to ensure they conform to the Uniform Building Code, Department of Defense and Navy criteria. * Assist and with assessing and synthesizing data to develop recommendations, requirements, and project documentation based on sound planning analysis. * Assist with developing justification and documentation for new facilities and major renovations through the Military Construction (MCON) and Sustainment Restoration and Modernization (SRM) programs. * Actively communicate in both written and verbal form at multiple levels to inform, develop consensus, resolve conflicts, and gain approval * Assist with coordinating command self-help projects with component commands Qualifications * Eight (8) years' experience working as project manager or coordinator in construction or related environments, such as civil engineering, power plants, production line management, etc. * Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. * Knowledge of practices, procedures, laws, and regulations pertaining to: operations and maintenance, fire protection, disaster preparedness, housing management, environmental management, and human resource management. * Six (6) years' experience working with Navy Facilities (NAVFAC) procedures to include initiating new projects and understanding of related documentation. Examples of related documentation include: * Statement of Work, Funding requirements/deadlines, Project coordination, Environmental requirements and limitations, Historical and preservation requirements/limitations, Infrastructure requirements, and Facility Review Board. * Six (6) years' experience with the MILCON process to include a collective understanding of: * Program Objective Memorandum (POM), Unfunded requirements, Limitations Requirements, 1391 Process and review, and Congressional appropriations. * Knowledge of MILCON and O&M Programs; including the Facility Strategic Plan. * Six (6) years' experience reading, and interpreting engineering drawings and specifications of several engineering disciplines normally associated with the construction of new facilities. * Knowledge of safety and security regulations, practices, and procedures. * Five (5) years' experience working with phased maintenance and condition-directed repair concepts on buildings and/or equipment. * Five (5) years' experience investigating, analyzing, planning, and implementing corrective action through process improvement and establishing effective cost controls for maintenance problems on buildings and/or equipment. * Bachelor's Degree or higher.
