Duration of Consultancy: Up to 12 days

Anticipated Start Date: May 18, 2026

Anticipated End Date: June 30, 2026

Location: Remote


PURPOSE

World Learning seeks a Proposal Writer to develop technical narratives for U.S. Department of State, Bureau of Education and Cultural Affairs (ECA) program proposals that focus on academic and professional exchanges for both youth and adults. Deliverables include a draft 1 and draft 2 for each assignment.


ANTICIPATED DELIVERABLES

  • Technical Narrative Draft 1

QUALIFICATIONS

  • Bachelor's degree in English, international relations, international development, international education, or a related field; master's preferred.
  • At least seven years of relevant professional experience, including a minimum of five years in program design or management of USG-funded exchange programs.
  • Expertise in the U.S. Department of State, Bureau of Education and Cultural Affairs (ECA) exchange programming, with familiarity with ECA requirements for compliant and responsive proposals.
  • Strong technical writing, editing, and synthesis skills; experience in USG proposal writing preferred.
  • Ability to translate complex information into clear, concise, and compelling work products.
