Job description

Position Title : Knowledge Management Analyst (Program Manager / Senior KM Analyst) Location : Arlington, VA Clearance required : SECRET Scope of Work: Serves as the Contract Manager and senior KM lead, directing execution of the enterprise KM program and serving as the single accountable point of coordination with the COR. Owns KM program management, governance facilitation, doctrine and planning products, and the recurring reporting cadence across the National Guard Enterprise. Responsibilities include (but are not limited to): * Direct overall contract performance and serve as Contract Manager with full authority to act on daily contract matters. * Execute KM program management in accordance with CNGBI 5002.01 and established NGB KM methodologies. * Develop, coordinate, and publish the KM Manual, KM Campaign Plan, and NGB Strategic Communications Plan. * Produce the monthly, quarterly, and annual reporting suite (MSR, QSR, ASR) and maintain KM quality standards. * Provide administrative, facilitation, and logistical support to the KMOWG and KMRWG governance meetings, including agendas, minutes, action logs, and leadership briefings. * Deliver leadership-facing decision-support and situational-awareness products, including the monthly Consolidated Issues List. Qualifications * Certified Knowledge Manager (CKM, KMI) and at least eight years of enterprise KM experience. * Project Management Professional (PMP) certification. * At least five (5) years of demonstrated experience applying enterprise KM principles, including knowledge flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata and taxonomy application, knowledge product development, knowledge stewardship, and KM governance support. * Demonstrated experience supporting KM governance structures, conducting KM maturity assessments, developing KM recommendations, enabling cross-functional knowledge sharing and Communities of Practice, delivering KM training and curriculum using LMS platforms, managing stakeholder engagements, gathering KM business requirements, and applying structured KM lifecycle methodologies such as Assess, Design, Develop, Pilot, and Implement (ADDPI). * Basic proficiency with SharePoint Online (365), including lists, libraries, sites, permissions, and content organization, to support KM governance, information architecture alignment, content lifecycle management, and coordination with the ESSRs. * Active SECRET clearance.
