Job description


Provide contract administration support for existing renewable, storage, and conventional resource power purchase agreements and related contracts. Perform analysis and reporting of contractual milestones and obligations, implement contractual compliance actions, and analyze power supply data for purposes of contract administration. Works to implement Tri-State policies for Utility Member Systems distributed and local renewable resources and administer related applications and contracts.
Note: There is one position available, and this position will be filled at one of four job grade levels: Power Supply Analyst I, job grade 7; Power Supply Analyst II, job grade 8; Power Supply Analyst III, job grade 9 or Senior Power Supply Analyst, job grade 10. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Hiring Salary Range: $109,000-$139,000
Power Supply Analyst III
Hiring Salary Range: $98,000-$124,000
Power Supply Analyst II
Hiring Salary Range: $88,000-$111,000

Hiring Salary Range: $80,000-$99,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.
Responsibilities
  • Provide contract administration support for existing renewable, storage and conventional resource power purchase agreements and related contracts to ensure contractual compliance, including through the development and ongoing maintenance of written operating procedures, evaluating and interpreting contract terms to optimize Tri-State benefits from existing or amended terms and conditions, and monitoring ongoing contractual milestones and timelines for compliance.
  • Provide contractual analysis of power supplies as needed for inputs to settlements, contract obligations, and/or program analytics.
  • Administer and execute contracts initiated by Tri-State Utility Member Systems to implement Tri-State Board Policy Nos. 115 and 117.
  • Provide periodic analytical support for external and internal reporting requirements related to power supply compliance and wholesale power markets data compliance.
  • Support periodic data and analytical inputs to the development of Tri-State's Electric Resource Plan and Bring Your Own Resource program, as needed.
  • Participate in ad hoc Energy Management department analytical requests.
  • Prepare ad hoc reports and presentations related to Energy Management department initiatives and activities.
  • Develop and/or maintain documentation of department processes and procedures for power supply contracts administration.
  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliability, and predictable performance of the essential functions and responsibilities is an essential function of the job.
  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications
Education and Training
  • Bachelor's degree in Business, Economics, Finance, Public Policy, pre-Law, Electrical Engineering, or related discipline; or equivalent relevant experience.

Knowledge, Skills, and Ability:
  • Familiarity with issues facing utilities including resource diversification, transmission, resource operating characteristics, and wholesale power market operations.
  • Ability to interpret policies, wholesale electric market protocols, and regulatory requirements as they relate to resources.
  • Familiarity with electric supply contracts or other related contractual structures, language and provisions.
  • Must have strong analytical and quantitative analysis skills.
  • Excellent oral and written communications skills.
  • Ability to establish and maintain effective business partnerships and support a collegial work environment.
  • Ability to research and analyze complex, technical data and prepare concise, accurate information summaries.
  • Ability to use Microsoft Suite applications - with strength in using MS Office, Word, and Excel. MS Teams and SharePoint experience preferred.

Experience:
  • Eight (8) + years of relevant professional experience
  • Knowledge of utility or energy-related operations, financial analysis, contract interpretation, and contract administration. Note: The above requirements describe the experience and education qualifications for the Senior Power Supply Analyst. Those with less experience will be hired at the I, II or III job grade level.

Other:
  • Willingness to travel, if required infrequently. (Must possess a valid driver's license.)
  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS
  • Experience in the electric power industry with knowledge of contract administration.
  • Understanding contract language analysis and compliance for power supply transactions.
