Project Overview:

Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its district‑level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD’s existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting.

The solution must maintain continuity with LADOTD’s established practices while providing a secure, reliable, and scalable foundation for long‑term operational excellence. The OTS Application Development Office (AppDM) will provide oversight.

Objectives:

The primary objectives of this project are to:

  • Modernize and streamline district financial data intake processes.
  • Improve data accuracy through automated validations and built‑in calculations.
  • Strengthen auditability, security, and user access controls.
  • Enhance reporting capabilities for both district users and administrators.
  • Provide a stable, secure, and maintainable hosting environment for long‑term operations.

I. DESCRIPTION OF SERVICES

The scope of the proposed services will include the following:

  • Define and document business functions and processes.
  • Analyze the integration of business functions with technology.
  • Maintain a working knowledge of accounting, procurement, finance, or contract management.
  • Assist with business case development and business process reengineering.
  • Consult with management and personnel to identify, define, and document business needs and objectives, current operational procedures, problems, input and output requirements.
  • Recommend new processes that yield operational efficiencies.
  • Develop or assist with project work plans, project timelines.
  • Software testing and confirming adherence to acceptance criteria.
