Position Summary

The Operational Research Systems Analyst (ORSA) provides analytical, modeling, simulation, and operational assessment support for Army Test and Evaluation (T&E) activities under the Test and Evaluation Technical Support Services (TETSS) contract. The ORSA supports developmental and operational test events by conducting quantitative and qualitative analysis of system performance, mission effectiveness, survivability, and operational suitability across a range of Army and Joint mission areas. The position supports planning, execution, analysis, and reporting efforts associated with live, virtual, constructive, and distributed test environments.

Key Responsibilities

  • Conduct operational analysis in support of Army developmental and operational test events.

  • Analyze test data, system performance metrics, operational effectiveness measures, and mission outcomes to support government decision-making.

  • Develop statistical models, data analysis methodologies, and analytical frameworks to support test design and evaluation activities.

  • Support development of Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and Key Performance Parameters (KPPs).

  • Perform quantitative and qualitative analysis using modeling, simulation, and data visualization tools.

  • Assist in development of test concepts, test methodologies, data collection strategies, and analytical plans.

  • Support integration and analysis of data from instrumentation systems, tactical networks, sensors, and operational systems.

  • Prepare technical reports, briefing materials, white papers, and executive-level summaries supporting T&E findings and recommendations.

  • Participate in test planning working groups, technical interchange meetings, integrated product teams, and operational mission analysis activities.

  • Support after-action reviews, discrepancy resolution, and root-cause analysis efforts during test execution.

  • Coordinate with government personnel, engineers, military operators, and technical subject matter experts across multiple test directorates and mission areas.

  • Support analysis activities associated with air and missile defense, fires systems, EW systems, tactical networks, aviation systems, or emerging Army modernization platforms.

  • Maintain awareness of Army operational concepts, threat systems, mission command systems, and Joint operational environments relevant to assigned test activities.

Required Qualifications

  • Bachelor's degree in Operations Research, Mathematics, Statistics, Engineering, Computer Science, Physics, Military Operations Research, Data Science, or related technical discipline.

  • Minimum of 5 years of experience supporting Department of Defense, Army, or Test and Evaluation activities.

  • Experience with statistical analysis, operational analysis, modeling and simulation, or data analytics.

  • Experience supporting live test events, operational assessments, or military exercises.

  • Proficiency with analytical and visualization tools such as MATLAB, Python, R, JMP, Tableau, Power BI, or equivalent tools.

  • Ability to analyze large datasets and present findings in a clear, concise manner.

  • Strong technical writing and briefing skills.

  • Ability to work in fast-paced operational test environments with multiple concurrent priorities.

  • Active Secret security clearance required; Top Secret preferred.

Desired Qualifications

  • Experience supporting Army Test and Evaluation Command (ATEC), USAOTC, or operational test agencies.

  • Familiarity with Army modernization efforts, tactical communications, EW systems, air and missile defense systems, or modeling and simulation environments.

  • Experience with OneSAF, ExCIS, JSE, VBS4, or other distributed simulation environments.

  • Knowledge of DOT&E operational test methodologies and Army acquisition processes.

  • Military operational experience or prior support to tactical formations preferred.

Work Environment

Position may require travel to Army test ranges, operational sites, and field exercises including Fort Hood, Fort Bliss, Fort Huachuca, White Sands Missile Range, and other CONUS/OCONUS locations in support of Army operational testing activities.
