Role Summary

Core sustainment and enhancement developer for a portfolio of public-facing and internal web applications running on ASP.NET / .NET 8 with an IBM DB2 back end, alongside Drupal-based websites. Delivers corrective, adaptive, and perfective maintenance in two-week sprints while contributing to the incremental modernization of the same portfolio.

Key Responsibilities

     Develop, debug, and maintain ASP.NET / .NET 8 Core MVC and Razor applications, Entity Framework data access, and Bootstrap-based responsive front ends.

     Write and optimize SQL and stored procedures against IBM DB2; support schema changes, performance tuning, and data integrity.

     Build and consume REST APIs integrating with enterprise case management, document management, and identity services.

     Implement and maintain single sign-on and federated identity integrations (e.g., Login.gov, SAML/OIDC, enterprise SSO).

     Remediate security findings from STIGs, SRRs, SCA scans, and vulnerability reports within required timelines.

     Ensure all delivered UI meets Section 508 / WCAG 2.1 AA and responsive/mobile requirements.

     Participate in CI/CD pipeline execution (GitLab), code review, unit testing, and controlled promotion through dev, staging, and production.

     Provide Tier 2/3 production support, root cause analysis, and post-release validation.

     Contribute to modernization: API enablement of legacy functions, data migration support, and decommissioning documentation.

     Support DOL release management by producing required unit-test, code-review, Section 508, mobile/browser, performance, security, release-note, and deployment evidence for each release.

     Maintain code, configuration, database scripts, and deployment artifacts in DOL-controlled Git repositories; support ServiceNow incident/change records for production changes and promotions.

     Coordinate integrations with Appian/WISE/PWRS, SharePoint, Login.gov, Kafka, and other DOL enterprise services as assigned.

Required Skills & Experience

     5+ years professional web application development, including 3+ years with ASP.NET / C# / .NET Core (.NET 6/8 preferred).

     Hands-on experience with Entity Framework, MVC/Razor Pages, and Bootstrap or a comparable responsive framework.

     Strong relational database skills; direct experience with IBM DB2 strongly preferred, otherwise Oracle/SQL Server/PostgreSQL with willingness to cross-train.

     REST API design and integration experience; JSON payload handling and error/retry patterns.

     Front-end proficiency: HTML5, CSS3, JavaScript; familiarity with AngularJS or a modern SPA framework.

     Git-based source control and CI/CD pipeline experience (GitLab CI preferred).

     Demonstrated Section 508 / WCAG accessible development practice.

     Agile/Scrum delivery experience with sprint-based commitments.

     Working proficiency with AI-assisted development tooling (e.g., Microsoft Copilot and other DOL-approved secure AI tools) in a governed enterprise environment.

     Experience troubleshooting and remediating production issues under defined SLAs, including RCA, monitoring, secure configuration, and controlled change management.

     Ability to use only DOL-approved secure AI coding tools and to validate, review, test, and document machine-generated code before use.

Preferred Qualifications

     Drupal theming or module development exposure.

     AWS experience (EKS, S3, CloudFront, Secrets Manager).

     Experience supporting federal systems with formal ATO and configuration management requirements.

Education

Bachelor's degree in Computer Science, Engineering, or a related field; equivalent experience considered.
