Job description

Position Overview

The Project Database Specialist provides technical data management, database administration support, reporting, records management, and information systems support for the Watercraft Inspection Branch (WIB). Under the direction of the Project Manager, the incumbent serves as the primary contractor resource responsible for supporting government-owned watercraft management systems, vessel tracking databases, reporting tools, and document repositories. The Project Database Specialist works collaboratively with government personnel to ensure the accuracy, integrity, accessibility, and usability of operational, maintenance, logistics, and performance data. When designated by the Government, the specialist may also perform day-to-day administrative support functions for government-owned systems while operating within established policies, procedures, and approval authorities.

Essential Duties and Responsibilities

Data Management and Database Support (35% - 50%)

  • Support the operation, maintenance, and enhancement of government-owned watercraft management systems and tracking tools.
  • Maintain vessel tracking databases and ensure data accuracy, integrity, and consistency.
  • Capture, validate, update, and manage maintenance, repair, logistics, drydock, and operational data.
  • Develop and maintain electronic forms, workflows, and data collection tools.
  • Support database troubleshooting, data corrections, and system improvements.

Reporting, Analytics, and Performance Metrics (20% - 30%)

  • Develop recurring and ad hoc reports, dashboards, scorecards, and analytical products.
  • Analyze maintenance, repair, cost, reliability, availability, and operational performance data.
  • Generate trend analyses and performance metrics to support management decision-making.
  • Prepare weekly, monthly, quarterly, and special reports.

Records and Documentation Management (15% - 25%)

  • Scan, archive, organize, and maintain watercraft documentation and electronic records.
  • Maintain technical reports, certificates, drydock reports, maintenance records, and historical vessel files.
  • Retrieve and provide historical documentation upon request.
  • Support records retention and document control requirements.

User Support and Training (5% - 15%)

  • Provide technical assistance and support to government personnel.
  • Train users on system functionality, reporting tools, and data entry procedures.
  • Develop user guides, job aids, and standard operating procedures.

Quality Assurance and Continuous Improvement (5% - 10%)

  • Conduct quality control reviews and data validation activities.
  • Verify consistency between source documentation and database records.
  • Recommend process improvements and support implementation of approved enhancements.

Percentages are estimates and may vary based on mission priorities, government requirements, reporting cycles, and operational demands.

Minimal Qualifications

Education

Bachelor's degree in Information Systems, Computer Science, Data Analytics, Information Management, Business Administration, or a related field.

Relevant experience may be substituted for formal education requirements.

Experience

  • Minimum three (3) years of experience supporting databases, information management systems, records management systems, or enterprise applications.
  • Experience collecting, validating, managing, and analyzing large datasets.
  • Experience generating reports, dashboards, and performance metrics.
  • Experience supporting government or organizational information systems.
  • Experience managing electronic records and documentation repositories.
