Job Overview

GENERAL SUMMARY

Under general direction of a Senior IT Manger or a Lead Application Engineer in the area of focus, manages and maintains application-level software. Implements and maintains automated and manual systems including: specifying, testing, debugging, maintaining and documenting system applications. Uses broad working knowledge of data processing to facilitate the definition of solutions to meet business requirements. Supports users working with assigned systems.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Manages and maintains systems in area of focus including administration, configuration, upgrades, maintenance, code migration, performance monitoring, system support, and end-user support
  • Manages the configuration of Enterprise Systems in area of focus such as bug analysis, patch testing and application, and support requirements analysis and customization design.
  • Ensures the integrity, reliability and availability of systems in area of focus with a goal of maximizing system up-time.
  • Proactively monitors and measures the performance and health of systems in area of focus and responds accordingly when systems fail to meet desired metrics.
  • Reviews current and proposed software systems to ensure compatibility with other software systems and future business needs.
  • Works with managers and leads to define business problems and configure software systems solutions.
  • Communicates with users and management staff throughout the life cycle of a given application to ensure maximum productivity.
  • Performs specialized configuration tasks requiring a high degree of technical proficiency in such areas as database, data communications and mini-computers.
  • Configures, tests, debugs and documents complex programs using specialized computer languages.
  • Provides emergency on-call response for one or more applications.
  • Researches, reviews and implements new functionality and new application system modules.
  • Provides customized training and training documentation on current and future functionality of supported software systems.
  • Participates on cross-functional teams to implement improved business solutions/business processes based on strategic plans.
  • Utilize business user stories to determine business and technology requirements to ultimately deliver exceptional solutions, features, modules, and small projects in a timely and cost - effective manner Identifies configuration issues and corrective action to mitigate system impacts.
  • Ensures the implementation, configuration and framework of the Enterprise Software system is stable and scalable.
  • Maintains the live systems including resolving operational problems and user queries arising during day to day operations.
  • Prepares test data for unit and system testing.
  • Participate in the rollout of any changes to the production environment and the setting of new standards using documentation, and full communication with the change management board.

MINIMUM REQUIREMENTS

  • Bachelor's degree in business, computer science or a related field.
  • Four (4) years of business systems analysis.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver's license.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the principles and practices of systems analysis and design, including software development and documentation.
  • Knowledge of the principles and practices of business and public administration.
  • Knowledge of current computer technology.
  • Ability to plan and develop time and cost estimates for project activities.
  • Ability to communicate clearly and effectively, both orally and in writing, at all levels within and outside the organization.
  • Ability to establish and maintain effective working relationships inside and outside the organization.

DESIRABLE

  • Experience with relational data base management systems.
  • Experience with information engineering, CASE tools and data modeling.
  • Department may specify programming languages and specific experience required to meet its technological requirements.
  • Advanced experience in the configuration and support in one of the following areas of focus, including proficiency in the applicable framework technologies listed:
  • Public Safety Environment:
    • Tritech (Inform) Computer Aided Dispatch/Record Management System (CAD/RMS), Jail, Mobile, Property and Evidence
    • Framework Technologies: Fortis, CodePal, , Inform IQ Business Intelligence, Inform CAD Reporting, TLETS, Crystal Reports Designer, Visual Studio, ESRI Map Objects and SQL Server Management Studio
SPECIAL REQUIREMENT
  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et. Al. and DFW Airport's Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • For Public Safety Systems: Current Criminal Justice Information Systems (CJIS) certification or the ability to obtain certification within thirty (30) days.
  • Department may specify programming languages and specific experience required to meet its technological requirements.
