Job description

2 positions needed: Real Property Manager Mid-level and Real Property Manager Entry-level

The employee will support Cherokee Nation Government Solutionโ€™s client, the Hickam Civil Engineer Squadronโ€™s (647 CES), mission of operating and maintaining AB facilities and infrastructure.ย  Real Property Manager will advise and assist on administering real property program management of all sites, lands, and facilities for which the AB has real property accountability and is accurately receiving in the transfer agreement.ย 

Compensation & Benefits:

Estimated Starting Salary Range for Real Property Manager: Up to $100,000

Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided.ย  Benefits are subject to change with or without notice.

Real Property Manager Responsibilities Include:ย 

  • Assist with preparation of all real property (RP) action requests in coordination with the real property officer (RPO). (AFI 32-9002 para 1.3.11)
  • Assist with administration of RP grants program to include ingrants, outgrants (licenses and permits), and support agreements.ย  Perform compliance inspections annually and maintain documentation in the facility folder.ย  Ensure all grants are accurately reflected in accountable property system of record (APSR) and GIS database. (AFI 32-9001, AFI 32-9003, DAFI 32-9005 para 2.12.9 through 2.12.11)
  • Lead stakeholder meetings outlining the process, expectations, and requirements for all entities involved in granting temporary use of Air Force real property by non-Air Force entities through a permit or license.
  • Assist the AF and DoW accepting or transferring official with DD Form 1354 management, oversight, and processing (DAFI 32-9005, para 2.11.3 & 2.12.4)
  • Assist with boundary inspections and/or encroachment issues, as required.ย  ย  ย ย Identify any discrepancies to the RPO and GeoBase administrator, and ensure supporting documents are in the facility folder and GIS database. (DAFI 32-9005, para 2.11 & 2.12.8)
  • Conduct RP inspections to ensure an accurate and complete real property inventory (DAFI 32-9005, para 2.12.1)
  • Assist with maintenance of formal real property records and inventories in NexGen IT and GIS on an ongoing and annual basis; identify and correct discrepancies. (DAFI 32-9005, para 2.12.2 & 2.12.7)
  • Conduct physical inventories of all assets under the installationโ€™s jurisdiction, custody, and control at the required frequency. Validate customer assigned square footage values, as required, and provide information updates to GEOBASE manager. (DAFI 32-9005, para 2.12.6 & 2.12.13)
  • Complete additional training as required to include Real Property Management Course โ€“ WMGT 424 (DAFI 32-9005, para 2.12.12), as required
  • Assist with maintaining hard-copy facility folders for all installation facilities.ย  Folders must meet local installation records management requirements and be able to comply with the Financial Improvement and Audit Readiness (FIAR) initiative. (DAFI 32-9005, para 2.11.1)
  • Coordinate and collaborate with stakeholders (i.e. RPO, facility managers, customers, community planners, programmers, project managers, GeoBase manager, and engineers) to prioritize facility space allocation surveys, identify errors and discrepancies, conduct planning activities, and improve facility utilization rates. (Playbook FSP Duties; table row 1.4, 3.2, 1.1, 1.2, 3.5; and AFI 32-1015 para 7.2.5)
  • Assists Facility Space Planner with customer authorization development process with customer POC, including collecting supporting documentation, conducting customer interviews, and calculating authorizations.ย 
  • Coordinates approval of authorizations with customer and facilities board (FB).ย 
  • Support space requests from applicable Hickam AFB Working Groups and other customers to ensure efficient facility utilization; analyze customer authorizations/allocations in collaboration with the RPO; advise on available facility space.
  • Communicates with base stakeholders and senior leaders (and other personnel) to determine requirements and provide feedback on potential courses of action.
  • Reviews and interprets policy and standards; calculates facility space customer authorization and provides recommendations on facility allocations.
  • Assist with maintenance of formal real property records and inventories in NexGen IT and GIS on an ongoing and annual basis; identify and correct discrepancies. (DAFI 32-9005, para 2.12.2 & 2.12.7)
  • Provide inputs to RPO for briefings, as required (local requirement)
  • Performs other job-related duties as assigned

Real Property Manager Experience, Education, Skills, Abilities requested:ย 

  • Mid-Level: Bachelorโ€™s Degree in Acquisition, Property Management, or equivalent within the 50 US State.ย  Three years of DoW facility/infrastructure experience and five years of prior experience in Air Force real property at base level, or related experience is required.
  • Entry-Level: Bachelorโ€™s Degree in Acquisition, Property Management, or equivalent within the 50 US State.ย  One year of DoW facility/infrastructure experience and three years of prior experience in Air Force real property at base level, or related experience is preferred.
  • Experience working in Hawaii is a plus.
  • Experience and understanding of the military real property management processes, database systems, and reports.
  • Familiarity with engineering and facility plans and documents.ย 
  • Working knowledge of NexGen IT and/or BUILDER is preferredย 
  • Excellent communication and computer skills; intermediate proficiency with MS Excel (e.g., filter, sort, pivot tables, conditional formatting, basic formulas); familiar with MS Access.
  • Ability to work independently with minimal supervision.
  • Candidates should have a valid US passport.
  • Requires a Common Access Card (CAC) or the ability to obtain one through a federal security investigation.
  • English language proficiency and/or fluency is mandatory
  • Must pass pre-employment qualifications of Cherokee Federal
