Job description

Description:

The Management Consultant leads project definition and management for change management and communication initiatives. This role focuses on ensuring quality deliverables, maintaining project pipelines, and driving performance management programs aligned with DHS and national priorities.


Key Responsibilities:

  • Lead all activities related to project definition and management for change management and communications
  • Develop and maintain integrated master schedules and ensure deliverable compliance
  • Manage project identification, selection, and portfolio maintenance
  • Draft project charters, facilitate team formation, and tailor process improvement methodologies
  • Produce implementation plans and maintain status dashboards and risk logs
  • Recommend corrective actions and conduct project close-out activities
  • Lead best practice collection and dissemination
  • Prepare agendas, briefs, and after-action reports for strategic sessions
  • Assist in translating PSC-wide goals into measurable objectives and milestones
  • Support strategic plan development and organizational investment alignment
  • Apply business-process improvement tools including Lean Six Sigma techniques
  • Primary responsibility for initiating, managing, and evaluating performance management programs
  • Provide comprehensive business and project management support aligned with DHS and national priorities
Requirements:

Education and Clearance:

  • Bachelor’s degree in Engineering, Business, or related field plus PMP/DHS mid-level PM certification (or equivalent)
  • 7 years relevant experience, or 5 years with a Master’s degree or higher

Skills and Abilities:

  • Proficiency in Microsoft Windows, Office Suite, Project, Access, Python, Office365, and SharePoint
  • Strong program and project management experience
  • Skilled in meeting facilitation, strategic communications, and organizational change management
  • Experience supporting government agencies in missions related to national security, homeland security, or law enforcement
  • Fluent in English (read, write, speak, understand)
