Role Summary

Provide senior-level network engineering expertise in support of the Defense Health Agency (DHA) Enterprise Services & Solutions (ES&S) enterprise network infrastructure. Serve as the highest level of technical escalation for complex network issues while providing engineering leadership, architecture alignment, and enterprise sustainment oversight across DHA network environments. Support the design, implementation, maintenance, and optimization of secure, highly available enterprise networks, ensuring compliance with Department of Defense (DoD) cybersecurity requirements, Risk Management Framework (RMF), and Authority to Operate (ATO) processes. Collaborate with government stakeholders and cross-functional technical teams to maintain network performance, reliability, security, and Service Level Agreement (SLA) compliance while supporting continuous modernization and mission-critical healthcare operations. Must have a Secret Clearance
Key Responsibilities
  • Provide senior-level engineering support for enterprise network infrastructure supporting DHA ES&S operations.
  • Serve as the highest level technical escalation point for complex network incidents, outages, and infrastructure issues.
  • Design, implement, configure, and maintain secure enterprise Local Area Networks (LAN), Wide Area Networks (WAN), Wireless LAN (WLAN), Software Defined Networking (SDN), and data center network environments.
  • Ensure enterprise network architecture aligns with DHA, DoD, DISA, and cybersecurity standards.
  • Perform engineering analysis, capacity planning, network optimization, and technology refresh activities.
  • Develop and maintain enterprise network standards, technical documentation, diagrams, and engineering procedures.
  • Lead root cause analysis for enterprise network incidents and recommend corrective actions to improve network reliability and performance.
  • Support enterprise sustainment activities including upgrades, lifecycle replacements, hardware refreshes, software updates, and infrastructure modernization.
  • Provide technical leadership and mentoring to junior and mid-level network engineers.
  • Collaborate with systems engineers, cybersecurity personnel, server administrators, cloud engineers, and application teams to support integrated enterprise solutions.
  • Support enterprise change management activities and participate in Change Advisory Boards (CABs).
  • Maintain network performance, availability, redundancy, and resiliency across geographically dispersed enterprise environments.
  • Ensure compliance with Service Level Agreements (SLAs), operational procedures, and enterprise performance metrics.
RMF / Cybersecurity Responsibilities
  • Provide technical engineering support for Risk Management Framework (RMF) implementation and continuous monitoring activities.
  • Support Authority to Operate (ATO) packages by providing technical documentation, network diagrams, security configurations, and engineering artifacts.
  • Implement and maintain secure network configurations in accordance with DoD Security Technical Implementation Guides (STIGs).
  • Remediate cybersecurity vulnerabilities identified through Security Content Automation Protocol (SCAP) scans, vulnerability assessments, and security audits.
  • Support Information Assurance Vulnerability Alert (IAVA) remediation efforts across enterprise network infrastructure.
  • Coordinate with cybersecurity teams to ensure compliance with DoD cybersecurity policies and security controls.
  • Assist with security assessments, inspections, audits, accreditation activities, and continuous monitoring requirements.
  • Implement network security best practices to maintain confidentiality, integrity, and availability of enterprise systems.
Technical Responsibilities
  • Engineer and support enterprise routing, switching, firewall, load balancing, wireless, and network security technologies.
  • Configure and troubleshoot advanced routing protocols including BGP, OSPF, EIGRP, MPLS, and VPN technologies.
  • Support enterprise firewall administration, segmentation, access control, and secure network architecture.
  • Engineer highly available network infrastructures supporting mission-critical healthcare applications.
  • Perform network monitoring, traffic analysis, bandwidth optimization, and performance tuning.
  • Analyze network logs and troubleshoot complex connectivity, latency, routing, and switching issues.
  • Support disaster recovery planning, continuity of operations, and network resiliency initiatives.
  • Participate in enterprise infrastructure modernization projects including cloud connectivity and hybrid network environments.
Minimum Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Network Engineering, Information Systems, or a related technical discipline. Equivalent combination of education and relevant experience may be considered.
  • Minimum of 7-10 years of progressive network engineering experience supporting large-scale enterprise network environments.
  • Demonstrated experience supporting enterprise networks, Military Treatment Facility (MTF) environments, and/or Department of Defense (DoD) network infrastructures.
  • Extensive experience designing, implementing, maintaining, troubleshooting, and optimizing enterprise network infrastructure.
  • Experience supporting Risk Management Framework (RMF) and Authority to Operate (ATO) activities, including development of technical documentation and implementation of security controls.
  • Experience implementing, maintaining, and remediating Security Technical Implementation Guides (STIGs) and Information Assurance Vulnerability Alerts (IAVAs) in accordance with DoD cybersecurity requirements.
  • Hands-on experience with enterprise networking technologies from leading vendors, including:
    • Cisco
    • Juniper
    • Aruba
    • Palo Alto Networks
    • F5 Networks
    • Equivalent enterprise networking platforms
  • Strong knowledge of enterprise routing, switching, firewalls, wireless networking, load balancing, VPN technologies, and network security principles.
  • Ability to analyze and resolve complex network performance, connectivity, and infrastructure issues within mission-critical enterprise environments.
  • Excellent written and verbal communication skills with the ability to develop technical documentation, network diagrams, engineering procedures, and implementation plans.
Required Certifications
Candidates must possess one or more of the following certifications (or equivalent):
  • Cisco Certified Network Professional (CCNP)
  • Cisco Certified Internetwork Expert (CCIE)
  • Juniper Networks Certified Professional (JNCIP)
  • Equivalent advanced enterprise networking certification
DoD Certification Requirement
  • Must meet applicable DoD 8570.01 cybersecurity certification requirements, typically:
    • IAM Level III, or
    • IAT Level III, or
    • An approved DoD 8570.01 equivalent certification as required for the assigned position.
