About the role
Concept Plus is seeking a Mid-Level Software Developer to support client IT systems within a CI/CD DevSecOps environment. This role is responsible for developing and maintaining applications, ensuring code is integrated, tested, and deployed efficiently across development, security, and operations workflows. The position requires knowledge of client IT processes and technology stack, including DevSecOps pipelines, Cloud One environments, and Oracle/Java-based systems operating across classified and unclassified DISA and cloud environments.
The Developer supports system modernization by working within Agile teams to deliver secure, scalable, and high-quality solutions. This role collaborates with development, Cloud Engineering, DevSecOps, and QA teams to ensure smooth progression through the CI/CD pipeline, while participating in Agile ceremonies, supporting backlog execution, resolving defects, and contributing to automated testing and continuous improvement.
What you'll do
  • CI/CD Pipeline Development: Create and maintain automated pipelines (GitLab CI, Jenkins, GitHub Actions) to automate software builds, testing, and deployments.
  • Security Integration (DevSecOps): Integrate security tools directly into pipelines, including Static/Dynamic Application Security Testing (SAST/DAST), dependency scanning, and container signing (e.g., Trivy, Invicti).
  • Infrastructure as Code (IaC): Develop and manage IaC scripts (Terraform, Ansible, CloudFormation) for automated, repeatable infrastructure provisioning.
  • Containerization & Orchestration: Manage containerized applications using Docker and Kubernetes or OpenShift, ensuring container security.
  • Client Compliance: Validate Information Assurance Controls (IAC) and ensure compliance with STIGs and Risk Management Framework (RMF).
  • Cloud Operations: Support secure provisioning and monitoring of cloud environments, typically AWS GovCloud or Azure Government.
  • Design, develop, and maintain applications using modern software development practices
  • Contribute to CI/CD pipeline execution, ensuring code is integrated, tested, and deployed efficiently
  • Collaborate with cross-functional teams including DevSecOps, QA, and Cloud Engineering to support end-to-end delivery
  • Develop and maintain APIs, services, and backend components
  • Participate in Agile ceremonies, including sprint planning, backlog refinement, and reviews
  • Ensure code meets security, performance, and quality standards
  • Support automated testing and validation within the DevSecOps pipeline
  • Troubleshoot and resolve defects, performance issues, and integration challenges
  • Contribute to documentation and knowledge sharing to support team onboarding and system understanding

Qualifications
  • Secret - Fully Cleared Only, must confirm clearance is active
  • Client 8140 intermediate certification or client 8570 IAM Level II certifications or higher
  • US Citizens Only
  • 5-7 years of experience in software development, DevOps, with specific experience in automated pipelines.
  • Experience in DevSecOps environments (CI/CD pipelines, automated testing, cloud platforms)
  • Hands-on experience with Git, Docker, Kubernetes, and IaC tools.
  • Proficiency in Java or similar object-oriented programming languages
  • Experience working with CI/CD pipelines and DevSecOps practices
  • Understanding of API development and integration patterns
  • Familiarity with cloud-based environments (e.g., AWS or similar platforms).

Preferred
  • Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies.
  • Experience supporting secure or regulated environments (e.g., DoD, federal, or enterprise systems)
  • Familiarity with Cloud-based DevSecOps environments
  • Knowledge of Oracle or relational databases
  • Exposure to automated testing frameworks and tools
  • Experience with containerization and microservices architectures
