Seventh Sense is seeking a MId-level Contract Specialist to support theย execution of high-volume, mission-critical acquisition activities across the full contract lifecycle.ย This role is designed for a high-performing acquisition professional who can operate independently, manage multiple concurrent actions, and deliver accurate, audit-ready, and acquisition-ready documentation that enables Contracting Officers (COs) to make timely and defensible decisions.
The selected candidate will provide non-inherently governmental acquisition support across pre-award, solicitation, evaluation, award, and post-award phases in a fast-paced federal environment.
Hiring Timeframe:ย Immediate
Work Location:ย ย This position is an on-siteย in Rockville, MD.ย Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.ย 
What Success Looks Like in This Role:

  • Procurement packages are complete, accurate, and require minimal rework
  • Solicitation documents are aligned, defensible, and ready for release
  • Evaluation documentation is traceable, compliant, and protest-resistant
  • Contract files are organized, audit-ready, and maintained in real time
  • COs and acquisition teams are enabled, not slowed down, by your support.

Work Environment:

This position supports a federal acquisition environment in Rockville, MD,ย on-site. The role requires close collaboration with Contracting Officers, Program Managers, and acquisition stakeholders.


Core Responsibilities:
Pre-Award Acquisition Planning
  • Develop and maintain acquisition planning documentation
  • Conduct and document market research (RFIs, Sources Sought, Industry Days)
  • Draft SOWs, SOOs, and PWSs aligned to mission requirements
  • Prepare acquisition plans, milestone schedules, and procurement strategies
  • Support the development of IGCEs and procurement packages
  • Prepare J&As, D&Fs, and pre-award notices


Solicitation Support

  • Prepare solicitations and amendments (RFPs, RFQs) using FAR and HHSAR
  • Ensure alignment between Sections L & M, evaluation criteria, and contract structure
  • Post solicitations via SAM.gov, GSA eBuy, and other platforms
  • Manage amendments and track vendor Q&A responses
  • Maintain complete and compliant solicitation files


Evaluation Support (Non-Decision Making)

  • Coordinate evaluation logistics and support Government-led evaluation sessions
  • Prepare evaluation templates, scoring sheets, and documentation tools
  • Document evaluator inputs without altering judgment
  • Support preparation of evaluation reports, competitive range documentation, and negotiation materials
  • Assist in drafting debriefing materials and protest response documentation


Award Support

  • Prepare contract award documentation for Government review
  • Utilize PRISM and other systems for contract documentation and processing
  • Support clearance reviews and approval workflows
  • Prepare award notices and post-award communications
  • Assist with FPDS-NG reporting support


Post-Award Administration

  • Prepare contract modifications (funding, scope, options)
  • Support invoice review, validation, and tracking (IPP experience preferred)
  • Maintain contract files in audit-ready condition
  • Support contract closeout activities, including deobligation tracking
  • Prepare responses to claims, cure notices, and related documentationย 


Minimum Qualifications:
ย 

  • 5-10 years of federal acquisition experience
  • Strong working knowledge of FAR and HHSAR
  • Demonstrated experience supporting the full acquisition lifecycle
  • Experience with cost-reimbursable contracts
  • Experience developing:
    • SOW/PWS/SOO
    • IGCEs
    • Solicitations (RFP/RFQ)
    • Evaluation documentation
  • Experience supporting high-volume acquisition environments
  • Proficiency with:
    • PRISM
    • Microsoft Office Suite
    • SharePoint-based file management systems
  • Strong written and verbal communication skills
  • Ability to manage multiple concurrent contract actions independently


Preferred Qualifications:
ย 

  • FAC-C or DAWIA Certification (Level II or higher)
  • Experience supporting HHS, HRSA, or similar civilian agencies
  • Experience supporting source selection activities
  • Familiarity with audit readiness and file compliance reviews
  • Knowledge of ย acquisition data reporting and transparency systems supporting federal procurement (e.g., FPDS and successor platforms and agency reporting tools)
