Job Title: Program Manager - Power Platform (Business Enablement)

The Technical Program Manager leads the Business Integrated Solutions Division's technical support team, focusing on supporting the use of business enablement tools like Microsoft Power App and Automate throughout the agency. This role manages two analysts who support the business with utilization or Power Automate, oversees the agency Community of Practice for Power App/Automate, and ensures delivery of training for these tools to business users. This role also works in a matrixed staffing model to develop BISD analysts who report to other supervisors in the division. This role will expand to include support for additional business enable tools as technologies become available to VDOT. This role partners closely with senior leadership across VDOT and must demonstrate strong communication and presentation skills and the ability to manage competing priorities. Occasionally, this role may support hands-on develop mentor troubleshooting of simple Canvas Apps and Power Automate flows when required.
Key Responsibilities:
Manage intake, prioritization, and resource allocation for program requests and initiatives.
Providehands-on support by building or troubleshooting simple Canvas Apps and Power Automate flows when needed.
Support training, workshops, and adoption efforts that empower business users to build apps and flows.
Communicate program status, risks, and recommendations through presentations to BISD and VDOT leadership.
Establish and maintain governance, best practices, and lifecycle processes appropriate for low-complexity solutions.
Oversee technical delivery and review solution approaches to ensure security, compliance, and alignment with standards.
Develop and maintain clear documentation and guidance for business users and internal stakeholders.
Coordinate with IT, security, and business partners to align solutions with agency goals and policies.
Identify risks and issues and implement mitigation plans to maintain delivery stability.
Requirements:
7+years of experience in technical program management, product ownership, or enterprise application delivery.
Experience overseeing Microsoft Power Platform.
Ability to build or troubleshoot simple Canvas Apps and Power Automate flows.
Demonstratedability to lead and develop team members while managing both strategy and operations.
Excellent communication and executive presentation skills.
Ability to manage competing priorities and allocate work based on capacity, skills, and organizational needs.
Strong understanding of governance, IT processes, and application lifecycle management.
Experience collaborating with IT, security, and business stakeholders.
Strong analytical, organizational, and problem-solving skills.
Bachelor's degree in information technology, Computer Science, Business, or a related field.
Preferred Qualifications:
Hands-on experience with Power Apps, Power Automate, Power BI, or Dataverse.
Certifications such as Power Platform and Azure.
Experience implementing or supporting governance for low-code/no-code platforms.
Background in user training, adoption, or change management.
Experience in public-sector or transportation-focused environments.
Experience leading and managing teams.
