Description

The Massachusetts Gaming Commission (MGC) is seeking to hire a Chief Information Officer (CIO). Under the direction of the Executive Director, this position is responsible for developing and implementing the MGC's strategic information technology plan. This plan includes technology strategies to support the day-to-day operations of the MGC, as well as monitoring the regulatory compliance of the MGC's licensees. The CIO is also responsible for maintaining connectivity & integrity of infrastructure across multiple locations; managing a team of support professionals; and is the point-of-contact with licensees and other technology partners to ensure the effective fulfillment of business objectives.

The ideal candidate will provide technology leadership for the MGC, ensuring that the agency stays current and on the forefront of emerging technologies and strategies. The CIO must create an environment within the MGC that focuses on end-user customer service, including encouraging a proactive technology posture within the various MGC business units.

Duties and responsibilities include, but are not limited to, the following:

  • Plans, organizes, directs, controls and evaluates the operations of MGC information resources

  • Develops and implements systems, policies, procedures and documentation for IT resources

  • In coordination with the MGC Budget and Reporting Office, reviews operating costs, proposed expenditures for hardware and software and makes recommendations for cost savings

  • Ensures compliance with all software licensing agreements

  • Develops procedures and controls to insure that the data of the MGC is backed-up on a regular basis and stored at a secure location in accord with best practice IT standards and tests the back-up plan on a regular basis

  • Develop, implement, and monitor IT business continuity plan

  • Recommends technological innovation to streamline functions and improve productivity

  • Ensures that workstations, operating systems and software applications are operational

  • Oversees IT strategic projects

  • Oversees hardware and software maintenance agreement expenditures

  • Plans, directs, and monitors information service and telecommunications contracts and acquisitions

  • Develops investment strategies related to cost benefit analyses of software renovation versus new acquisitions, analyzes computer equipment to be purchased, and trains agency staff as necessary

  • Provides sound advice and recommendations to the Executive Director to meet the agency's current and future technology needs while prioritizing and planning for competing needs within an annually fixed revenue structure

  • Provides accurate and timely communication ensuring proper notice to, consultation with, and direction from the Executive Director

  • Coordinates and monitors agency information processing systems and telecommunications systems to ensure compatibility and uniformity throughout the agency and follows guidelines established by the Commonwealth

  • Serves as the agency's Chief Information Security Officer for IT by developing and maintaining IT security policies, standards, and guidelines to ensure that the agency's IT infrastructure is protected from external and internal security threats

  • Serves on the MGC Risk Assessment and Compliance Working Group to identify and address risk and compliance issues across the MGC

  • Supports Gaming Technology Unit, Central Monitoring System, Licensing Management System and other software applications

  • Provides leadership and management of network, application and project management staff

Experience, Education and Training

  • Bachelor's degree in Information Technology, Information Systems, Business Administration, Engineering or a related field.
  • Minimum of 8 years of progressively responsible IT leadership experience, including 3+ years in a senior executive or CIO role.
  • At least four (4) years of experience managing complex IT systems within a medium to large organization or government agency.
  • Experience in gaming, financial services, or another regulated industry strongly preferred. Strong understanding of regulatory environments.
  • An advanced degree (e.g., MS, MBA, MPA) is preferred.
  • Demonstrated experience managing enterprise IT systems, cybersecurity programs, and vendor contracts.
  • Strong knowledge of cybersecurity practices, enterprise systems, and IT project management.
  • Experience with technical certification processes, systems testing, and compliance frameworks.
  • Experience working in a cloud environment.

    Preferred:

  • Experience in state or federal government operations, knowledge of Massachusetts open meeting and public records laws.
  • Familiarity with gaming technology systems and compliance platforms.
  • Knowledge of Massachusetts state IT regulations, data privacy laws, and cybersecurity frameworks (e.g., NIST, CIS).
