Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department's goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.
Reporting directly to the District Director, the Shop Superintendent will supervise a diversified equipment repair shop involved in the maintenance, repair, and overhaul of Metra's rolling stock that includes diesel and electric coaches and highliners. Receive and inspect vehicles and equipment; diagnose complex mechanical problems and repair as needed. Test equipment for design, operational, and physical capabilities. Supervise and train staff in various aspects of operations maintenance and repair that includes: brake systems, electrical and electronic systems, diesel engines, PTC component systems, and hydraulics.
The primary duties include: Supervise General Foreman, Mechanical Foreman, and craft employees both in the main shop and outlying areas. Plan maintenance schedules for rolling stock and facilities. Monitor budgets for labor and material. Maintain records and files concerning payroll, labor grievances and staffing needs. Schedule equipment maintenance in compliance with Federal Railroad Administration (FRA) Code of Federal Regulations, Mechanical Department practices and Metra's policy within the constraints of the annual budget, daily train schedules and equipment cycles. Prepare monthly reports covering the following: billing and expenditures for specific projects; on-time performance and delay reports; absenteeism reports and semi-monthly payroll sheets. Monitor and inspects repairs of rolling stock. Investigate causes of delays and failures, provides explanations and takes appropriate action to prevent future occurrences. Administer provisions of collective bargaining agreements and conducts formal disciplinary conferences and investigations. Oversee daily heavy repairs of equipment. Ensures employees work within the guidelines of safety rules. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Incumbents work under both inside and outside environmental conditions
under prevailing conditions of heat, cold, rain, and snow. This position is subject to random drug and/or alcohol testing. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree OR in lieu of specified degree any combination of education and experience may be substituted for the required degree that equals four (4) years in Mechanical and/or Manufacturing.
  2. In addition to #1, must have four (4) years of experience in mechanical, manufacturing and/or military environment as a mechanic, foreman or supervisor.
  3. Must have four (4) years of direct supervisory experience.
  4. Must have hands on experience in the operations, building and repair, and maintenance of rolling stock and maintenance facilities.
  5. Must have proven ability to understand and communicate verbal and written instructions.
  6. Must have strong planning and analytical skills together with a practical understanding of labor agreements, Department of Transportation (DOT), Federal Railroad Administration (FRA) regulations and corporate policies.
  7. Must have a functional knowledge of budgetary processes and basic accounting principles.
  8. Must be familiar with current FRA 218, 238, and 229 regulations as they pertain to passenger cars and locomotives.
  9. Ability to establish and maintain effective working relationships.
  10. Must be Qualified maintenance Person (QMP) Certified or be able to become certified within 30 days of hire.
  11. Obtain FRA 218, 238 and 229 Certification within 30 days of hire.
  12. Must possess and maintain a current valid driver's license.
  13. Ability to stand, walk, and/or sit, for extended periods of time.
  14. Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
  15. Ability to lift and move up to 25 pounds.
  16. Must be able to operate a vehicle.
  17. Must be willing to travel within Metra's 6-county region.
  18. Must be available on-call 24-hours/day, 7 days/week, 365 days/year, including weekends and holidays.

Preferred:
  1. Project Management experience.
