DEFINITION

To perform semi-skilled tasks associated with servicing utility meters including installing, changing and

turning on or off utility service; and to provide highly responsible support to the Electrician/Meter Shop Foreman.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Electrician/Meter - Substation Services Shop Foreman, or Superintendent..

Exercise no supervision.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important

responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1. Perform a variety of semi-skilled tasks associated with the installation and maintenance of utility meters with voltages of up to 480 volts.
2. Receive daily orders, cut offs and trouble reports; investigate customer complaints including checking for service defects and leaks; read meters to determine if defects exist.
3. Change out utility meters for recalibration and repair.
4. Hang tickets on meters to inform customer of service shut off for non-payment.
5. Perform a variety of semi-skilled tasks associated with the turning on or off and installing new utility meters; read substation breakers and charts.
6. Operate a variety of equipment to include pickup, various hand tools, limb cutters, meter socket tester, meter lock rings, pad locks and various other related equipment.
7. Perform regular testing of equipment and machinery to maintain quality assurance and high performance.
8. Monitoring and recording of transformer tap changes status, temperature and nitrogen levels.
9. Relay flags on each breaker on the system will be monitored for change in state.
10. Distribution feeder circuits monitored for amperage, voltage, and peak demand.
11. Drain water from pneumatic circuit breaker compressors, and monitor SF6 breaker gauges.
12. Responsible for substation housekeeping, and for monitoring air conditioning levels.
13. Monitor and record all reclosers and flag counts of operations.
14. Check and record the status of substation batteries, water levels and specific gravity.
15. Perform daily mail run; pickup supplies for department.

Marginal Functions:

1. May assist in the repair and maintenance of street and traffic lights.
2. Perform related duties and responsibilities as required.

Requirements

Knowledge of:

Basic AC and DC fundamentals

Operational characteristics of equipment and tools used in the area of work assigned.

Basic mathematical calculations.

Basic principles and procedures of record keeping.

Occupational hazards and standard safety practices

Pertinent Federal, State and Local laws, codes and regulations.

Ability to:

Interpret and apply Federal, State and local policies, laws and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Work independently in the absence of supervision.

Understand and follow oral and written instructions.

Follow all safety rules and regulations of the Electric Utility Services Department.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities which

may include the following:

-----conducting inspections.

Maintain effective audio-visual discrimination and perception needed for:

-----operating assigned equipment and vehicles

-----evaluating the performance of mechanical and electrical machinery and hand tools

EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

No experience required.

Training:

Equivalent to the completion of the twelfth grade.

Additional electrical training is a plus.

License or Certificate

Possession of, or ability to obtain, an appropriate, valid Kansas driver's license.

Possession of, or ability to obtain, an appropriate, valid C.P.R. Certificate.

Possession of, or ability to obtain, an appropriate, valid First Aid Certificate.

WORKING CONDITIONS

Environmental Conditions:

Travel from site to site; field environment; inclement weather conditions; electrical energy.

Physical Condition:

Essential functions may require maintaining physical condition necessary for walking, standing and sitting

for prolonged periods of time; ability to distinguish color; general manual dexterity; light lifting and 

carrying; operating motorized equipment and vehicles.
