Job Overview:
We are seeking an experienced OnBase Developer to support a large-scale Medicaid Management Information System (MMIS) program. This role will be responsible for designing, configuring, and supporting Hyland OnBase solutions that enable document management, workflow automation, and system integrations across Medicaid operations. The ideal candidate brings strong OnBase technical expertise, experience working within state Medicaid or public-sector environments, and the ability to collaborate closely with business analysts, system integrators, and state stakeholders.
Responsibilities:
OnBase Development & Configuration
- Design, configure, and maintain OnBase solutions, including:
- Workflows
- Document types, life cycles, and queues
- User groups, security, and permissions
- Develop and customize OnBase components using:
- Workflow Designer
- Unity Scripting / Unity APIs
- OnBase Configuration Studio
- Implement document capture, indexing, and storage solutions to support MMIS business processes
Integration & Technical Support
- Support integrations between OnBase and MMIS components (e.g., eligibility, provider management, claims, finance)
- Collaborate with technical teams on data exchange, interface troubleshooting, and performance optimization
- Assist with upgrades, patches, and environment migrations (Dev/Test/UAT/Prod)
Testing & Quality Support
- Support system and user acceptance testing (SIT/UAT), including defect analysis and resolution
- Participate in release planning and deployment activities
- Ensure solutions comply with state security, audit, and documentation standards
Collaboration & Documentation
- Work closely with business analysts to translate Medicaid business requirements into technical OnBase solutions
- Produce and maintain technical documentation, configuration artifacts, and support guides
- Participate in design reviews, sprint planning, and status reporting
Required / Preferred Experience:
- 5+ years of hands-on Hyland OnBase development and configuration experience
- Strong experience with:
- OnBase Workflow
- Unity Client / Unity Scripting
- OnBase Configuration & Administration
- Experience supporting Medicaid MMIS/MES, healthcare systems, or large public-sector IT programs
- Solid understanding of document management, workflow automation, and enterprise content management (ECM)
- Experience working in Agile or hybrid Agile/Waterfall environments
- Strong communication skills and ability to work with both technical and non-technical stakeholders
Preferred:
- Prior experience in a state Medicaid or HHS system
- Familiarity with CMS guidance and Medicaid operational processes
- Experience supporting system modernization or system replacement initiatives
- Hyland OnBase certifications (Administrator, Workflow, or Developer)
- Experience working with system integrators or as part of a multi-vendor team
