These jobs are commonly found in government or civil service sectors, where applicants compete through standardized exams or assessments. The goal is to ensure a fair and transparent hiring process that rewards merit and competence. Employees in merit-based positions often have protections related to job security and advancement opportunities based on their performance.

Familiarity with HRIS systems, compensation analysis tools, and Excel is usually required, along with certifications like CCP (Certified Compensation Professional) being advantageous. Attention to detail, confidentiality, and effective communication are essential soft skills for interpreting data and interacting with stakeholders. These skills ensure accurate merit assessments and fair compensation practices, supporting organizational equity and employee satisfaction.
