Overview

PROGRAM MANAGER (TRADOC):

Bowhead seeks a Program Manager to manage staff support operations to the US Army Training and Doctrine Command (TRADOC) Surgeon's Office located in Fort Eustis, VA. The Program Manager will manage a team of contractor personnel to include hiring and training, revise Army/DoD regulations and policy, and conduct the Military Decision-Making Process (MDMP) to determine an acceptable solution that is agreeable to leadership and in agreement with Army Regulations and policies.

Responsibilities
  • Coordinate and integrate budget formulation and standardizes information management and public health in support of readiness within TRADOC.
  • Employ operational planning concepts and draft appropriate orders for execution of plans.
  • Responsible for the medical programs and contingency planning that affect training, Soldier readiness operations, and Soldier health promotion considerations daily, as well as support medically- related issues of homeland security, mobilization, and training during contingencies at TRADOC installations located throughout the United States.
  • Coordinate with the Army Emergency Operations Center in the Pentagon, the Office of the Army Surgeon General/ Army Commands (ACOM) and subordinate installations to ascertain and reconcile information about current events.
  • Reconcile media events, personal contacts, teleconferences, situation reports and medical intelligence data to develop and deliver detailed executive summaries and briefings relative to the impact these events would have on TRADOC.
  • Develop graphics to support summaries and briefings.
  • Prepare briefs for the Command Surgeon on  health service support issues of concern to the command.
  • Coordinate with various activities both within TRADOC, Department of the Army (DA), DOD, and other Federal, State and Local organizations to receive Operation Plans and situation reports; to organize conferences; to develop positions on health-related issues for the Command; and to monitor health surveillance information throughout the Command.
Qualifications
  • Bachelor's degree in related field. Master's degree is preferred.
  • Three (3+) years of experience as part of healthcare delivery, military operations division level staff or equivalent Service organization in reviewing and revising Army/DoD guidance and policy.
  • Experience working at a Military Medical Treatment Facility (MTF).
  • Experience in providing medical operational oversight, analysis, coordination, and control of key medical support functions to allow Senior Commander Support and Clinical Operations Divisions to effectively support TRADOC Senior Leaders (SL); These functions include medical planning, medical information management, medical logistics, and health Promotion.

  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Physical Demands

  • Must be able to lift 25 pounds on occasion.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.

Target salary range is between $125,000 - $165,000 commensurate with experience.

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for this contract.
