Medical Instructors primarily teach clinical skills and medical procedures in hospitals or training programs, often working directly with students or residents. POSITION SUMMARY The EMS Training Captain performs advanced technical, instructional, and administrative work in planning, coordinating, delivering, and evaluating training programs for Harnett County Emergency Services personnel. This position serves as the lead instructor for the Harnett County EMS Paramedic Academy, conducted on an as-needed basis, and assists in administering continuing education, certification, and competency-based training programs. Responsibilities include developing and delivering training, maintaining educational records, evaluating employee performance, and ensuring all educational programs comply with applicable local, state, and national EMS standards.
The EMS Training Captain supports operational readiness, professional development, and regulatory compliance through effective training and education. Work is performed in both office and field environments and involves exposure to hazards associated with emergency medical services, including adverse weather, temperature extremes, noise, bloodborne pathogens, infectious diseases, and other occupational hazards. Appropriate OSHA and safety standards must be followed at all times.
Work is performed under the general supervision of the Assistant Chief of Training and is evaluated through program effectiveness, regulatory compliance, instructional performance, and feedback from supervisors and staff. Hiring Salary: $69,197.00 DUTIES AND RESPONSIBILITIES ESSENTIAL DUTIES AND TASKS: Instructs emergency medical services training programs at the basic and advanced levels for the EMS academy, department personnel, and maintains all training records accordingly. Serves as the primary instructor for the Harnett County EMS Training Academy; coordinates education between the Assistant Chief of Training, and other instructors
Maintains training materials, equipment, and various aids for educational use. Maintains training records and documentation for the Training Academy. Prepares training instructional content and conducts training on various topics such as the use of medical equipment (suction machines, oxygen delivery systems, backboards, fracture kits, obstetrical kits, intravenous kits, airway equipment, and monitor/defibrillator, etc.), procedures for verbal and written reports and records on the observation and care of patients, diagnosing patients' injuries and illnesses, basic procedures for extraction, and procedures for handling deceased victims, including documentation requirements
Conducts technical scope of practice evaluations for employees and employees being re-credentialed by utilizing high-fidelity, low-fidelity, and skill task trainers for prehospital education, and constructs and maintains training records. Follows recommendations by the Assistant Chief of Training or Medical Director to address training issues, protocol changes or scope of practice issues and makes revisions and changes in the same with their approval. Attends classes and seminars to stay abreast of changing regulations, consults with state personnel and assures that County's practices and procedures remain complaint with state regulations.
Responds to major incidents as a paramedic during times of staffing shortages or during any major incident to evaluate field personnel and to assist in the emergency. Responds to inquiries, provides guidance in procedures, protocols or patient care, and discusses difficult cases in order to improve future service delivery. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS MINIMUM REQUIREMENTS TO PERFORM WORK: Associate's degree in emergency medical services or a related field; Five (5) years of experience as a paramedic including experience as a classroom instructor; or equivalent education and/or experience; Possession of a valid North Carolina driver's license; Possession of a current Paramedic Certification from the North Carolina Office of Emergency Medical Services; Possession of current Emergency Medical Instructor Certification from the North Carolina Office of Emergency Medical Services; Level II desired Hold and maintain BLS, ACLS, ITLS and/or PHTLS, PALS, EVD and/or EVOC or equivalent, and instructor certifications; Possession of certification for NIMS 100, 200, 300, 400, 700, and 800; Meets all other requirements of Paramedic. KNOWLEDGES, SKILLS AND ABILITIES: Considerable knowledge of procedures and techniques for administering emergency medical care.
Considerable knowledge of anatomy and physiology. Considerable knowledge of training techniques and adult learning. Considerable knowledge of equipment and materials utilized in providing emergency care.
Considerable knowledge in the use of high fidelity, low-fidelity, and skill task trainers. Skill in conveying principles and practices of emergency medical care to students. Ability to develop lesson plans and to organize material to teach personnel.
Ability to communicate effectively and tactfully with a wide variety of personnel (both orally and in written form). Ability to accurately record services provided. Ability to administer appropriate medical care under stressful conditions.
Ability to establish and maintain accurate records of program activities. Ability to maintain confidentiality of patients, students and personnel. Ability to obtain and maintain privileges to function through HCEMS System Medical Director's medical oversight.
SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS: Must be able to perform sedentary work and occasionally exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; occasionally requiring 50 pounds of force to move objects; and occasionally requiring ability to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, standing expressing ideas by the spoken word, and shouting to be heard above ambient noise. An incumbent must also possess the visual acuity to read extensively, operate a variety of medical equipment, to inspect patients and monitor equipment, to administer medications, to operate a computer, to analyze data, to inspect and assemble use of measurement of devices, to work with color or depth perception, determine accuracy, operate vehicles, make visual inspections, and inspect for errors.
WORK ENVIRONMENT: The employee works primarily in an office setting with sometimes unpredictable requirements or demands. The employee sometimes works in the field as a Paramedic where the employee is subject to the usual hazards in the emergency medical services in both inside and outside environmental conditions. Work involves exposure to extremes in temperatures, noise, vibrations, hazards associated with emergency medical work including exposures to fumes, odors, dusts, mists, gases, poor ventilation, and oils.
Because of the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens.
