SOCIAL AND DIGITAL MEDIA SPECIALIST
Position Summary

The Social and Digital Media Specialist will provide comprehensive digital communication support to Commander, Naval Surface Group, Middle Pacific. The specialist will develop and execute digital media strategies, create multimedia content, manage websites and social media platforms, engage online audiences, analyze performance metrics, and ensure compliance with Department of Defense and Navy communication and security requirements.

The position requires close coordination with Commander, Naval Surface Force Pacific and other Government stakeholders to maintain consistent, accurate, timely, and mission-aligned communications across digital platforms.

Key Responsibilities

  • Develop and execute a comprehensive digital media strategy aligned with organizational objectives and Navy communication guidelines.
  • Coordinate with Commander, Naval Surface Force Pacific and other stakeholders on communication priorities, messaging, campaigns, and content schedules.
  • Create engaging multimedia content, including videos, photographs, graphics, articles, social media posts, and infographics.
  • Manage and maintain organizational websites and social media accounts, including Facebook and Instagram.
  • Review digital content for accuracy, relevance, timeliness, proper branding, and compliance before publication.
  • Publish or update digital content at least twice each week.
  • Monitor social media platforms and respond promptly and professionally to audience comments, questions, and other interactions.
  • Develop audience-engagement initiatives such as polls, contests, live sessions, campaigns, and community-focused content.
  • Implement strategies to increase platform visibility, audience reach, participation, and retention.
  • Monitor website and social media analytics, audience behavior, campaign performance, engagement rates, and emerging trends.
  • Translate analytics into actionable recommendations for improving content and communication strategies.
  • Maintain consistent branding, tone, and messaging across websites, social media platforms, and other digital channels.
  • Remain current on emerging technologies, industry trends, and best practices in digital communication.
  • Protect Government information, digital assets, equipment, and account credentials.
  • Comply with Navy public affairs guidance, Department of Defense digital media requirements, information-assurance regulations, and applicable security procedures.
  • Attend coordination meetings, performance reviews, and other meetings requested by the Technical Point of Contact.
  • Provide photography or digital media support aboard reporting ships and at shore-based activities when requested. The position will not be required to travel underway aboard a vessel.
  • Participate in industry conferences or professional-development activities when authorized and required.

  • Support a targeted 15% quarterly increase in engagement metrics.
  • Use analytics consistently to refine content and engagement strategies.
  • Maintain full compliance with Navy directives and security requirements.
  • Prevent unauthorized disclosures, security incidents, and loss or misuse of Government information.
  • Deliver accurate, timely, professional, and mission-appropriate content.

Recommended Minimum Qualifications

  • Three or more years of professional experience in social media management, digital communications, public affairs, marketing, journalism, or a related field.
  • Demonstrated experience developing and implementing digital communication or social media strategies.
  • Experience creating written, photographic, graphic, and video content for public-facing digital platforms.
  • Demonstrated ability to manage Facebook, Instagram, websites, or comparable organizational platforms.
  • Experience using social media analytics and preparing performance reports.
  • Strong writing, editing, proofreading, visual storytelling, and verbal communication skills.
  • Ability to manage multiple assignments and meet recurring content and reporting deadlines.
  • Ability to work independently while coordinating effectively with Government representatives and cross-functional stakeholders.
  • Professional portfolio demonstrating relevant social media, photography, graphic design, video, or digital communication work.
  • Proficiency with commonly used content-development, photo-editing, video-editing, graphic-design, and analytics tools.

Preferred Qualifications

  • Bachelor’s degree in communications, public affairs, marketing, journalism, digital media, graphic design, or a related discipline.
  • Previous digital communication or public affairs experience supporting the Department of Defense, Department of the Navy, another federal agency, or a military organization.
  • Familiarity with Department of Defense social media policies, Navy public affairs guidance, accessibility requirements, and operational security principles.
  • Experience photographing military, maritime, public affairs, or community-engagement activities.
  • Experience working in a structured Government approval environment.

Security and Access Requirements

  • Must be able to obtain and maintain the access and suitability approvals required to enter Joint Base Pearl Harbor-Hickam.
  • Must be able to obtain authorization to access and use a Government computer and applicable information systems.
  • Must successfully complete required identity verification and background screening for base access, including Defense Biometric Identification System requirements when applicable.
  • Must comply with all Navy physical security, information security, confidentiality, and nondisclosure requirements.
  • Must safeguard personally identifiable information, Government information, equipment, and digital account credentials.

Work Environment

Work will be performed primarily at Commander, Naval Surface Group, Middle Pacific facilities at Joint Base Pearl Harbor-Hickam. The employee may occasionally perform photography, content-development, or coordination activities aboard ships or at nearby shore activities. No underway travel is anticipated.
