Job description

The Work:
As the Director of Business Development & Marketing you will lead Chinook's integrated growth engine across all Lines of Business. This is a hands-on growth leadership role responsible for engaging industry, clients, and partners in identifying new opportunities, leading capture strategies, and aligning marketing and business development activities to drive sustainable revenue growth. You will ensure Chinook operates a disciplined, repeatable growth process that aligns marketing, business development, capture, and proposal execution across the organization.
In this role you will work a Hybrid schedule, working both from home as well as from our Arlington, VA HQ office. This position will also involve up to 50% travel.
Key Responsibilities:
Enterprise Growth Strategy
  • Develop and execute an integrated business development and marketing strategy aligned with Chinook's strategic plan.
  • Define priority markets, agencies, and strategic accounts.
  • Establish annual pipeline and revenue growth targets.

Line of Business (LOB) Growth Alignment
  • Develop BD roadmaps with each LOB.
  • Support LOB Managers in identifying priority pursuits.

Pipeline Origination & Market Engagement
  • Lead Chinook's outward-facing business development activities.
  • Work with LOB Managers in identifying and qualifying new opportunities across public and private sectors.
  • Develop executive-level relationships with agency leaders, facility owners, and strategic partners.

Capture Strategy & Win Execution
  • Lead capture strategy development for major pursuits.
  • Develop capture plans and win strategies.
  • Establish competitive positioning and win themes.

Marketing Leadership & Brand Positioning
  • Oversee Chinook's marketing strategy to strengthen market visibility and support pipeline development.

Business Development Enablement
  • Ensure sales and marketing materials support Chinook's growth strategy.

Conference & Market Engagement Strategy
  • Lead Chinook's industry engagement strategy.
  • Define conference and industry participation priorities.

Growth Governance & Operating Cadence
  • Establish disciplined governance for Chinook's growth activities.
  • Lead weekly business development pipeline reviews.
  • Ensure CRM opportunities are kept up to date.

Growth Operating Model & Line of Business Integration
  • Operate through an integrated lifecycle model aligning marketing, business development, capture management, and delivery leadership.

Team Leadership
  • Lead and Coordinate Chinook's Growth Organization providing strategic direction, mentorship and performance oversight for growth personnel including:
    • Marketing Pursuit Manager
    • Proposal Coordinator
    • Marketing support resources

Minimum Qualifications:
  • Must have a Bachelor's Degree in Construction Management, General Contracting, Engineering, or related field.
  • Requires at least 10 years of progressive experience in business development, capture management, or growth leadership supporting public sector clients (federal, state, local).
  • Demonstrated success developing pipelines and winning public contracts including GSA Schedules, IDIQs, MATOCs, and set asides, with a strong understanding of Federal planning and procurement lifecycles and FAR/DFARS compliance requirements.
  • Experience selling Maintenance, Repairs and Services, Construction Procurement and Installation, and Engineering services for mission critical HVAC, electrical, controls and cybersecurity CONUS and OCONUS is required.
  • Experience leveraging CRM, pipeline management, and market intelligence platforms.
  • Must be proficient with the Microsoft Office Suite (Excel, Word, Outlook, MS Project, PowerPoint).
  • Requires a Valid State Issued Driver's License and the ability to travel to various customer sites.

Citizenship/Clearance Requirements:
  • Must be a U.S. Citizen and be able to obtain and maintain up to a Top Secret clearance due to our customer requirements and the nature of the work that we do.

Preferred Qualifications:
  • Masters of Business Administration (MBA).
  • An Active Secret or higher Security Clearance.
  • Experience in Architecture/Engineering/Construction (AEC), facilities, energy, or mission-critical infrastructure markets.
  • Existing relationships within federal agencies.

Physical Considerations:
  • Must be able to work in an office environment.
  • Must be able to walk construction sites with uneven surfaces, carry up to 25 lbs., climb stairs and ladders, and work both indoors and outdoors in severe weather conditions, in confined spaces, and in dust generating environments.
  • Must be able to maintain spatial awareness and comply with safety standards while working near mechanical and electrical building equipment and systems.
  • Must be able to wear Personal Protective Equipment (PPE) where required.

Annual Salary, Dependent Upon Qualifications and Experience: $180,000 - $215,000
