Job Description
The Open Education Resource (OER) team, part of the Department of Curriculum & Instruction, is committed to ensuring districts have access to highquality instructional materials (HQIM) that support effective teaching and learning across Texas. As a strategic priority of the Commissioner of Education, the OER initiative focuses on improving foundational reading and math skills through the creation of open and accessible instructional materials spanning multiple subjects and grade levels.
The Elementary Math Content Specialist drives student outcomes by overseeing the procurement, review, editing and continuous improvement of highquality math instructional materials across multiple courses and grade bands. Reporting to the OER Deputy Director of Math Academic Content, this role requires exceptional math expertise, vendor management, and stakeholder collaboration. The position aligns with the agency's mission to empower educators, enhance HQIM implementation, and elevate student learning statewide and sits within the Curriculum and Instruction Department, under the Office of School Programs.
This position requires up to 10% travel, based on business needs, to support program initiatives, collaboration, and operational priorities.
Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1 Product Development and Review: Oversee the vision, methodology, and development of HQIM in Math by supervising multiple publishers and review teams with the goal of delivering highquality instructional materials aligned to legislative requirements and that drive student achievement across the Texas schools.
2 Implementation Consultation and Support: Communicate and support the state vision for HQIM for classrooms, schools, and districts including helping to build an understanding of researchbased instructional bestpractices (RBIS) relevant to grade and content.
3 Continuous Improvement for Math HQIM: Plan for and facilitate content reviews and engagement opportunities across a variety of Texas stakeholders including but not limited to Texas educators in support of materials review and continuous improvement.
4 Stakeholder Engagement: Build relationships with a variety of internal and external stakeholders to impact and influence project partnership and the adoption and utilization of our open educational resources including planning and facilitating educator focus groups and collaborating with the Regional Education Service Centers.
5 Instructional Materials Operations: Support the TEA in aligning initiatives and system operations to facilitate easier HQIM adoption and implementation to eliminate barriers and allow educators to focus on improving academic outcomes.
Qualifications
Minimum Qualifications
Education: Graduation from an accredited fouryear college or university
Degree field(s): Education, Math or a related field
Experience: At least five (5) years of experience in teaching, curriculum, and assessment, and/or administrative roles relevant to K5 math education in school districts, at regional education service centers (ESCs), in university settings, and/or with statewide initiatives
Substitutions: An advanced degree may substitute for two years of required experience
Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Experience with managing large initiatives, contracts, and grant programs is preferred
• Understanding of curriculum and assessment design and/or advanced skill in writing and/or reviewing instructional materials
• Understanding of the science of learning and researchbased instructional strategies in the fields of math
• Understanding of the Texas Education Code and Texas Administrative Code, particularly with respect to curriculum requirements
• Experience with Open Education Resources and effective highquality professional development activities in a core content
• Excellent time management skills to organize and complete multiple projects simultaneously, meet deadlines, and prioritize tasks to deliver quality products with the ability to communicate progress areas of concern
• Ability to build relationships and communicate clearly, concisely, respectfully, and inclusively with contractors, ESC staff, Texas Education Agency (TEA) staff, and external stakeholders
• Fast learner who can understand and communicate intent of state law and rule and work within statutory authority
• Ability to complete additional project activities as assigned to meet team and department goals while committed to continuous improvement
• SpanishEnglish bilingual skills are welcomed and may enhance success in the role, but are not required for consideration

New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.
The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
