Job Description

We are seeking a Service Project Manager to join our federal team leading Maintenance and Service projects for the National Defense University (military friendly, but experience not required) in Washington D.C.. This role will manage the teams doing facility maintenance and service work primarily related to the HVAC Mechanical and HVAC Controls/Building Automation Systems.

Johnson Controls Federal Systems (JCFS) is a specialized team serving as a trusted partner to the federal government. We help modernize U.S. military installations, Department of Defense and other federal agency facilities to be smarter, more resilient, efficient, sustainable, and secure.
Salary Range: Negotiable based on experience.
Bonus eligible: Yes
Hours: Primarily works Monday-Friday, day shift type hours.
Benefits: Eligible for benefits on first day of employment
Paid time off: 3 weeks paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays (6.5 weeks in total).
Travel: Limited; primary work is all based at the National Defense University site in Washington D.C.

As a  Service Project Manager, you will:

  • Serve as a primary on-site leader for execution on assigned projects.
  • Manage the selection, scope of work, procurement, quality and payment of project materials, vendors and subcontractors
  • Negotiates, prepares and issues subcontracts
  •  Develops project schedules along with the assistance of Mechanics, Technicians, and Project Managers, and executes according to plan.
  • Ensures that assigned projects are done accurately, on-time, billed within budget and within scope of the contract.
  • Ensures work performed is in compliance with state, local and Federal legal requirements and operates on the job with the highest of ethics
  • Adheres to and ensures project personnel and subcontractors adhere to all safety standards, internal policies, and US Army Corps of Engineers requirements regarding health and safety.
  • Understand project and contract scopes; actively pursue growth opportunities that will help the customer achieve desired outcomes
  • Help prepare and approve cost estimates, contract terms & conditions, and technical responses to client requests for information, bids, and proposals
  • Ensure mechanics, technicians and subcontractors complete assigned work per established standards, and thoroughly communicate the services performed and completion criteria to customers
  • Complete timely and accurate project billing to maintain profitability goals and positive cash flow
  • Analyze financial reporting and project schedule to proactively address potential problems. Effectively communicates project progress, issues and financial status to leadership as required
  • Provide periodic project status updates, and monthly revenue, cost, and gross margin forecasts
  • Manage risk, establish project recovery plans, and resolve disputes to minimize escalation
  • Ensure project document controls and deliverables comply with contract requirements and Johnson Controls standards
  • Manages the selection, ordering, and delivery schedule of materials to be procured for the projects assigned
  • Coordinates customer-training requirements

Required Qualifications:

  • Project management or service management experience supporting commercial or industrial building construction or service.
  • Proficient in Project Management software, financial accounting systems, and processes. Proficiency with Computer Maintenance Management Systems (CMMS) preferred.
  • Demonstrated verbal and written communication skills. Must have the ability to communicate technical material to a non-technical audience
  • Strong personal computer working capabilities in MS Office (Excel, Word, Powerpoint), Microsoft Project, Outlook and basic Windows environment
  • Ability to obtain and maintain required government security clearances as needed. (This involves a background/character, criminal history, employment, and credit check.)

Preferred Qualifications:

  • Management experience with projects related to HVAC controls / Building Automation Systems (BAS)
  • Proficiency working with Computer Maintenance Management Systems (CMMS), preferably with Maximo
  • Proficiency with Facility-Related Control Systems (FRCS) and the process for integration and commissioning of field controllers
  • Experience working with projects including large HVAC mechanical equipment (chillers, boilers, etc)
  • Experience reading and interpreting government contracts and government procurement standards
  • Experience managing multiple trades and subcontractors

Preferred Education

  • Bachelor’s degree in Construction Management, Engineering, or a related field, or equivalent work related experience
