QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:

  • Experience applying analytical and evaluative methods to assess program operations, identify operational issues, evaluate the impact of proposed changes, and develop recommendations that support program objectives and organizational priorities.
  • Experience conducting program studies and operational reviews to evaluate the effectiveness and efficiency of policies, procedures, workflows, and organizational processes, and recommending corrective actions or process improvements.
  • Experience interpreting and applying Federal laws, regulations, policies, procedures, and internal guidance to evaluate program operations, resolve operational issues, and ensure compliance with established requirements.
  • Experience planning, coordinating, and managing program or project assignments involving multiple stakeholders, establishing project milestones, monitoring progress, resolving implementation issues, and delivering completed work products.
  • Experience developing executive reports, briefing materials, policy papers, and written recommendations that present analytical findings, support management decisions, and communicate program impacts to leadership.
  • Experience evaluating organizational processes and business operations to identify root causes of performance issues, develop process improvement recommendations, and support implementation of operational enhancements.
  • Experience coordinating with internal organizations and external stakeholders to obtain, validate, and integrate information needed to resolve program issues, support organizational initiatives, and achieve program objectives.
  • Experience evaluating program performance data, operational results, and supporting documentation to identify trends, assess program effectiveness, measure operational outcomes, and recommend actions to improve program performance.
