Job Description The Data Management Manager is responsible for leading the implementation and operationalization of Enterprise Data Management capabilities across the organization. The role ensures the consistent adoption of enterprise data standards, metadata, data quality, master data, and governance practices while driving the development of trusted, discoverable, and reusable enterprise data assets.
Working closely with Business, Enterprise Architecture, Solution Delivery, Engineering, and Data Owners, the Data Management Manager translates enterprise data strategy into operational execution by managing governance initiatives, overseeing data management deliverables, and leading a team of Data Management Engineers.
The role is accountable for governance maturity, operational excellence, stakeholder engagement, and continuous improvement of the organization's Enterprise Data Foundation.

DUTIES AND RESPONSIBILITIES:

Enterprise Data Standards & Models

  • Lead the development and maintenance of enterprise data standards, naming conventions, business rules, and data modeling standards.

  • Govern compliance with enterprise data models across projects and initiatives.

  • Review and approve conceptual and logical data models developed by the team.

  • Drive adoption of TMF SID and enterprise modeling standards.

Metadata & Data Asset Management

  • Lead enterprise metadata management activities.

  • Oversee the Data Catalog, Business Glossary, Metadata Repository, and Data Asset Inventory.

  • Ensure critical enterprise data assets are governed, classified, and maintained.

  • Improve enterprise data discoverability and reuse through metadata governance.

Data Quality Management

  • Lead the implementation of the Enterprise Data Quality Operating Model.

  • Approve enterprise data quality standards, validation rules, and monitoring processes.

  • Monitor governance KPIs and enterprise quality performance.

  • Coordinate cross-functional remediation activities with Data Owners and Stewards.

Data Lineage & Impact Analysis

  • Govern end-to-end enterprise data lineage.

  • Ensure lineage coverage for critical business domains.

  • Lead impact analysis for major enterprise initiatives.

  • Maintain enterprise dependency mapping and traceability.

Governance Operations

  • Lead operational governance reviews.

  • Monitor governance compliance across projects.

  • Ensure timely onboarding of enterprise data assets.

  • Drive governance maturity improvements.

  • Report governance performance to department leadership.

Master & Reference Data Management

  • Lead enterprise Master and Reference Data governance initiatives.

  • Approve authoritative source definitions for enterprise master data.

  • Govern the development and approval of:

    • Match Rules

    • Merge Rules

    • Survivorship Rules

    • Golden Record Specifications

  • Ensure enterprise consistency of master and reference data across systems.

  • Oversee stewardship processes and master data lifecycle governance.

Stakeholder & Team Leadership

  • Lead and coach the Data Management Engineering team.

  • Manage work planning, prioritization, and resource allocation.

  • Partner with Business, Enterprise Architecture, Solution Architecture, Transformation Office, and Engineering teams.

  • Resolve governance issues and drive enterprise-wide adoption of standards.

REQUIREMENTS:

  • Minimum 5 years work experience in database management, data warehousing, ETL, data visualization, and data mining

  • Minimum 3-5 years in a leadership or people management role.

  • Work experience in a telco company is preferred; with working knowledge of telco fundamentals

  • Graduate of Statistics, Computer Science, IT, or other related courses

  • Expert knowledge in analytics, visualization, and mapping tools (Python, SAS, SQL, Google Maps), experience using Alteryx is preferred

  • Demonstrated experience leading enterprise-wide data management or governance initiatives.

  • Experience working across Business, Architecture, Engineering, and Operations organizations.

  • Experience developing governance frameworks, operating models, standards, and policies.

Work Experience:

  • Bachelor's degree in computer science, information systems, or a related field

  • 5+ years of experience in data management or related roles

  • 2+ years of experience in a leadership or managerial position

Level of Knowledge:

  • Advanced knowledge of data management principles, practices, and technologies

  • In-depth understanding of data governance, data quality, and data security concepts

  • Familiarity with industry trends and emerging technologies in data management

Certifications (Optional) :
