Job description

BSI is seeking a Labor Market Analyst to execute Market Analysis for the Indiana Army National Guard's Recruiting and Retention Battalion. This position is contingent upon contract award. This position is eligible for remote/telework.
The analyst will evaluate Indiana's 18-35 demographic, regional workforce dynamics, and economic factors impacting military recruiting.
Key Responsibilities
  • Demographic & Eligibility Assessment: Extract, aggregate, and evaluate population and workforce data for Indiana's 18-35 age demographic to identify qualified military-age individuals across urban and rural Economic Growth Regions.
  • Economic & Employment Trend Mapping: Analyze employment trends, labor market competition, wage inflation, and regional economic factors impacting INARNG recruiting efforts.
  • Executive Market Analysis Report: Develop a comprehensive market analysis report and briefing deck detailing recruiting opportunities, labor constraints, and data-backed recommendations for resource deployment.
Required Qualifications & PWS Requirements
  • Experience: Minimum 2 years of experience conducting quantitative labor market research, demographic mapping, or economic analysis.
  • Data & Analytical Mastery: Advanced proficiency with U.S. Census Bureau (ACS), Bureau of Labor Statistics (BLS), and state workforce databases (e.g., Indiana Dept. of Workforce Development / Hoosiers by the Numbers).
  • Analytical Skills: Expert knowledge of analytical and evaluation techniques to identify workforce problems, conduct complex studies, and recommend optimization strategies.
Preferred Qualifications
  • Prior experience analyzing Indiana-specific labor sheds or regional workforce development boards.
  • Knowledge of Department of Defense (DoD) military accession standards, ASVAB qualification parameters, or military recruiting dynamics (NGR 601-1).
