In this role, you will act as a primary point of contact for residents and visitors, enforcing local ordinances and laws, managing parking, and ensuring the humane treatment and control of domestic animals and wildlife. This position requires someone who can work independently with minimal supervision, handle high-stress situations calmly, and provide exceptional customer service. Essential Duties & Responsibilities Parking Enforcement: Patrol City streets and parking lots by vehicle and foot to enforce traffic and parking restrictions; mark tires of parked vehicles and issue written or automated citations for vehicles in violation of parking regulations; assists Police with vehicle tows.
Animal Control: Enforce City and State laws regarding animals; issue citations to owners of barking, running at large, or unlicensed dogs as necessary; pick up and transport animals; assist sick and injured domestic and wild animals; pick up and dispose of dead animals; assist with marine animal stranding; watch for stray dogs and other animals. Municipal Code Enforcement: Enforce local ordinances, including noise complaints, littering, and beach-specific regulations. Public Safety Assistance: Assist with traffic control, provide directions/information to tourists, and aid in emergency and non-emergency situations.
Reporting & Compliance: Prepare detailed, accurate incident reports for administrative hearings or court testimony., testify in court, and assisting Public Safety Officers during community events or emergencies. The Ideal Candidate Candidates who are successful in this position demonstrate a strong commitment to public and customer service; possess excellent communication (verbal and written), de-escalation, decision-making and conflict resolution skills; thrive in a fast-paced environment; and can work effectively with moderate degree of independence; are self-assured with the ability to exercise a high degree of common sense and sound judgment. The ideal candidate is also able to meet and deal tactfully and effectively with the public, especially when communicating municipal codes, ordinances and laws
They have the capacity to work outdoors in varied weather conditions and ability to walk and stand for extended periods. Background Requirements The selected candidate must pass an extensive background investigation, including criminal history, drug screening, medical clearance, fingerprinting, professional reference check, DMV record check and background screening and maintain all required clearances as condition of employment. Work Schedule This position is part of the Police Departments 24 hour / 7 day operations.
This position may be scheduled for 8, 10, or 12 hour shifts. Must be available to work evenings, weekends, and holidays. Overtime or emergency coverage may occasionally be required.

Provide information and directions to the public; advise the general public of code provisions and crime prevention procedures.
Fingerprint citizens. Appear in court as necessary. Relieve Police Services Officers as necessary.
Maintain pleasant and effective public relations with merchants and the general public. Perform related duties and responsibilities as assigned. Job Related and Essential Qualifications Knowledge of: Local and State laws and ordinances regarding parking regulations.
Operation of parking technology and Municipal parking programs. Occupational hazards and standard safety practices necessary in the area of traffic control, parking ordinances, and animal control. Principles and procedures of record keeping.
English usage, spelling, vocabulary, grammar, and punctuation. Safe driving principles and practices. Skill to: Operate modern office equipment including computer equipment.
Operate a motor vehicle safely. Ability to: Learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Learn the geography of the City including streets, public buildings, landmarks, businesses, medical facilities, and community centers.
Make routine decisions in the absence of specific instructions, recognizing limited scope of authority. Enforce codes firmly and respectfully. Observe and accurately remember names, faces, facts, numbers, places, and details of incidents.
Act quickly and calmly in emergencies. Interact effectively and sensitively with individuals from diverse backgrounds. Meet and deal tactfully and effectively with the public.
Respond to inquiries, complaints, and requests for information from the general public. Exercise good judgement, flexibility, creativity, and sensitivity in response to changing situations and needs. Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Typical Qualifications Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.
A typical way to obtain the knowledge, skills, and abilities would be: Experience: One year of experience working with the public. Training: Equivalent to the completion of the twelfth grade. License and Certification Must posses a valid California Driver's license upon appointment and be insurable with the City's standard insurance rate, unless otherwise approved by appointing authority.
Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 30 lbs.; exposure to noise, outdoors, and a confining work space; ability to travel to different sites and locations; availability for shift work.
