Job description

POSITION: Secretary III/Accountant III - Itinerant

LOCATION: 0.5 FTE - Hillsboro Elementary

                       0.5 FTE - Pocahontas County Schools Board of Education Office (Special Education Department)

CLASSIFFICATION: Service Personnel - Secretary III/Accountant III (Pay Grade F)

REPORTS TO: Principal of Hillsboro Elementary School for assigned school responsibilities and Director of Special Education, Superintendent, Chief School Business Official, or Designee for assigned county responsibilities.

EVALUATION: Performance in this position will be evaluated by the building principal and in accordance with WV State Code 18A-2-12, WV State Board Policy 5314, and Pocahontas County Schools Policy 4220

FLSA STATUS: Non-Exempt

CONTRACT: 215-day contract

SALARY: Based on experience and classification in accordance with the Pocahontas County Schools salary schedule. See pocahontascountyschoolswv.sites.thrillshare.com for pay scales and benefits information. 

Term of employment: Term of employment shall be 215 days each academic year (July 1 through June 30).
 

JOB DESCRIPTION 
The Secretary III/Accountant III (Pay Grade F) is an itinerant service personnel position that provides advanced clerical, secretarial, accounting, and administrative support services for Hillsboro Elementary School and the Pocahontas County Schools Special Education Department.

This position is responsible for maintaining financial, student, and program records; processing financial transactions; preparing reports; supporting Medicaid reimbursement activities; maintaining confidential information; assisting with state and federal reporting requirements; supporting Special Education operations; and promoting the efficient operation of school and county programs.

This position shall perform duties consistent with the Secretary III and Accountant III classifications as defined by West Virginia Code 18A-4-8 and in accordance with applicable West Virginia Code, West Virginia Board of Education policies, West Virginia Department of Education procedures, and Pocahontas County Board of Education policies.

QUALIFICATIONS

  • High School Diploma, General Equivalent Development Certificate (GED) per West Virginia Code 18A-2-5.
  • Personnel must be or have been classified in this category, or must pass the state prescribed exam for this position per West Virginia Code 18A-4-8e.
  • Criminal background check per WV Code 18-5-15c.
  • The ability to perform the job duties and responsibilities of the position as contained in the Job Description.
     

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of accounting, bookkeeping, budgeting, and financial recordkeeping procedures.
  • Knowledge of office management and administrative support practices.
  • Knowledge of WVEIS, WVEIS 2.0, Microsoft Office applications, and other educational technology systems.
  • Knowledge of student records management procedures.
  • Knowledge of special education procedures and regulatory requirements, including WVBE Policy 2419 and IDEA.
  • Knowledge of Medicaid reimbursement procedures and documentation requirements for educational services
  • Knowledge of compliance indicators, reporting timelines, and data requirements associated with Special Education and Section 504 programs.
  • Ability to review records for accuracy, completeness, and compliance with state and federal requirements
  • Ability to organize, prioritize, and manage multiple assignments and deadlines.
  • Ability to analyze information and prepare accurate reports and records.
  • Ability to maintain confidentiality and exercise professional judgment.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with administrators, staff, students, parents, and community agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Provide secretarial, clerical, and accounting support for Hillsboro Elementary School and the Pocahontas County Schools.
  • Serve as receptionist and primary point of contact for visitors, telephone calls, correspondence, and inquiries related to assigned offices.
  • Prepare, proofread, distribute, and maintain correspondence, reports, forms, spreadsheets, records, and other documents.
  • Maintain accurate filing systems and records in accordance with county, state, and federal requirements.
  • Maintain confidential financial, personnel, student, and special education records in accordance with applicable laws and policies.
  • Process purchase orders, requisitions, invoices, deposits, receipts, reimbursements, budget transfers, and other financial transactions.
  • Maintain and reconcile financial records and accounts in accordance with county, state, and federal requirements.
  • Assist with budget monitoring, preparation of financial reports, and audit documentation.
  • Utilize WVEIS, WVEIS 2.0, Medicaid systems and other approved software systems to maintain financial, student, personnel, and program records.
  • Maintain school activity accounts and supporting documentation in accordance with established procedures.
  • Assist with student enrollment, attendance, withdrawals, transfers, scheduling, and recordkeeping responsibilities.
  • Schedule meetings, appointments, conferences, trainings, and other activities as assigned.
  • Prepare agendas, meeting notices, materials, and minutes for assigned meetings.
  • Assist the Director of Special Education with maintaining records related to referrals, evaluations, eligibility determinations, Individualized Education Programs (IEPs), Medicaid documentation, Section 504 documentation, and required state and federal reports.
  • Conduct final compliance indicator reviews of IEPs, Section 504 Plans, evaluations, eligibility determinations, and related documentation to ensure completeness and compliance with WVBE Policy 2419, IDEA, Section 504, and county procedures prior to submission and implementation.
  • Enter, maintain, verify, and update special education, Section 504, Medicaid, and related student information within WVEIS, WVEIS 2.0, Medicaid systems, and other approved county and state data management systems.
  • Assist with the collection, organization, maintenance, verification, and submission of Special Education data and reports required by the West Virginia Department of Education and other agencies.
  • Process, monitor, and maintain Medicaid billing, reimbursement claims, supporting documentation, and related records in accordance with federal, state, and county requirements.
  • Monitor timelines and assist with data collection, maintenance, and reporting requirements related to WVBE Policy 2419, IDEA, and other applicable state and federal regulations.
  • Coordinate communications among administrators, teachers, related service providers, parents, community agencies, and the public.
  • Assist with preparation and maintenance of records required for state audits, monitoring activities, grants, compliance reviews, and accreditation processes.
  • Maintain inventory records and assist with ordering, receiving, and tracking supplies, materials, and equipment.
  • Operate office equipment and technology systems including computers, printers, scanners, copiers, telephones, and related technologies.
  • Maintain an understanding of student attendance, enrollment, and recordkeeping requirements.
  • Demonstrate professionalism and maintain positive working relationships with students, parents, staff, community agencies, vendors, and the public.
  • Maintain professional confidentiality regarding student, personnel, financial, and program information.
  • Participate in required training and professional development activities.
  • Perform other duties assigned by the Principal, Director of Special Education, Superintendent, or designee that are consistent with the employee's service personnel classification and qualifications under West Virginia Code 18A-4-8.
