FLSA STATUS: Exempt
CONTRACT: Long-term Substitute Assignment
SALARY: Based on experience and education level per Pocahontas County Schools salary schedule. See

Term of employment: 200-day assignment beginning the first day of the 2026-2027 school year. This assignment will terminate when a regularly employed teacher returns, when a regular employee is hired to fill the position, or at the end of the 2026-2027 school year, whichever occurs first.
JOB DESCRIPTION
Pursuant to WV Code ยง18A-1-1:
"Long-term substitute" means a substitute employee who fills a position for more than thirty consecutive instructional days, regardless of whether the position is vacant or the regular employee is absent.
"Classroom teacher" means a professional educator who has a direct instructional or counseling relationship with students and who spends the majority of his or her time in that capacity.
Under the direction of the Building Principal and Director of Special Education, the Long-term substitute Special Education Teacher develops and provides specialized instruction designed to meet the unique needs of students with disabilities; evaluates and assesses student progress toward instructional objectives; ensures compliance with state and federal special education requirements; and serves as the Individualized Education Program (IEP) Case Manager for assigned students.
The Long-term Substitute Special Education Teacher is responsible for providing high-quality instruction that promotes academic achievement, functional skill development, and student growth. The teacher develops and delivers standards-based instruction aligned with the West Virginia College- and Career-Readiness Standards, creates and maintains a safe and supportive learning environment, and supports students' academic, social, emotional, and behavioral development. The teacher collaborates with families, general education teachers, administrators, and related service providers to ensure students receive an appropriate educational program designed to meet their individual needs.
The Long-term Substitute Special Education Teacher performs duties consistent with the expectations of a professional educator as defined by West Virginia Code, West Virginia Board of Education policy, and Pocahontas County Board of Education policy.
QUALIFICATIONS
- Valid West Virginia Long-Term Substitute Permit.
- Must be properly endorsed in the area required for the assigned position in accordance with West Virginia Department of Education certification and permit requirements.
- Must be an approved substitute teacher for Pocahontas County Schools.
- Criminal background check conducted pursuant to WV Code ยง18A-3-10
ADDITIONAL MINIMUM REQUIREMENTS
- Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration
- Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration
- Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
- Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Planning and Preparation
- Demonstrating Knowledge: Demonstrates current and thorough knowledge of assigned content, curriculum, instructional best practices, special education procedures, disability characteristics, applicable state standards, and federal and state special education regulations. Understands how students learn and develops instruction appropriate to various developmental levels and individual student needs.
- Designing Instruction: Develops and implements engaging, standards-based instruction that promotes critical thinking, problem-solving, student engagement, and the application of learning. Develops and implements annual Individualized Education Programs (IEPs) for assigned students, including present levels of educational performance, special education needs, instructional goals and objectives, accommodations, modifications, and related services required to meet those goals. Develops lessons that have a clearly defined structure with supporting activities, appropriate pacing, and opportunities for student questions, practice, and success.
- Assessing Student Learning: Designs and implements formative and summative assessments aligned with learning objectives and IEP goals. Uses assessment data, observations, and progress monitoring to determine the need for additional reinforcement or adjustments to instructional techniques, provide feedback, and inform instructional decisions. Conducts special education evaluations and reevaluations in a timely manner.
- Understanding Students: Demonstrates knowledge of students' individual strengths, interests, learning styles, cultural backgrounds, and academic needs to provide differentiated, individualized, and specially designed instruction that promotes access, engagement, and achievement for all learners. Uses appropriate accommodations, modifications, interventions, and supports to address identified student needs.
Classroom Environment
- Creating a Respectful Culture: Establishes positive relationships with students and creates a safe, respectful, supportive, and inclusive learning environment conducive to academic success and personal growth. Creates positive learning experiences with emphasis on individualized instruction using appropriate instructional and technological resources, including assistive technology when needed.
- Managing Student Behavior: Maintains clear expectations and procedures that promote responsible behavior, student engagement, and a productive learning environment. Implements behavior supports and behavior modification plans as appropriate to meet the needs of students with disabilities.
- Organizing the Learning Environment: Maintains an organized classroom environment that supports learning, ensures accessibility of materials, and complies with all safety regulations and procedures. Modifies and adapts curriculum materials and learning activities to suit various learning styles and abilities.
- Ensuring Safety: Implements and enforces appropriate safety procedures consistent with district, state, and federal guidelines.
Instruction
- Engaging Students in Learning: U Utilizes a variety of evidence-based instructional strategies, learning experiences, accommodations, modifications, and technologies to engage students in meaningful learning. Provides research-based specialized instruction designed to address the instructional goals and objectives contained within each student's IEP.
- Communicating Clearly: Provides accurate, coherent, and effective instruction with clear expectations and directions. Provides direct instruction in academic, functional, behavioral, and social-emotional skill areas as appropriate to each student's needs. Uses questioning, discussion, and active listening techniques to support student understanding.
- Providing Timely Feedback: Offers specific, constructive, and timely feedback to students regarding academic performance and progress toward learning goals and IEP goals.
- Demonstrating Flexibility: Adjusts instructional methods, pacing, and resources to meet student needs and respond to assessment results and classroom dynamics.
Professional Responsibilities
- Reflecting on Teaching: Continuously evaluates instructional effectiveness and student outcomes to improve teaching practices and student achievement.
- Collaborating with Colleagues: Works cooperatively with administrators, teachers, counselors, interventionists, related service providers, paraprofessionals, special education personnel, and other staff to support student success and school improvement initiatives. Provides consultation to classroom teachers regarding accommodations, instructional modifications, adaptive equipment, behavior plans, and other interventions to meet the needs of students with disabilities.
- Communicating with Families: Maintains regular, professional communication with parents and guardians regarding academic progress, IEP implementation, student needs, and classroom activities. Serves as a primary point of contact for parents and guardians regarding assigned students and special education services.
- Participating in the School Community: Contributes positively to the school culture through attendance at meetings, participation in committees, supervision duties, extracurricular activities, and other assigned responsibilities.
- Demonstrating Professionalism: Adheres to West Virginia Code, WVBE policies, county policies, ethical standards, and professional expectations. Maintains confidentiality and demonstrates reliability, punctuality, and sound professional judgment.
- Engaging in Professional Development: Participates in ongoing professional learning to maintain content knowledge, instructional effectiveness, technology skills, and awareness of current educational research and practices.
- Supporting Student Success: Serves as case manager for assigned students and coordinates the development, implementation, and monitoring of Individualized Education Programs (IEPs). Schedules and facilitates IEP meetings and collaborates with parents, educators, related service providers, administrators, and multidisciplinary teams to develop and implement appropriate educational programs and services. Collaborates with multidisciplinary teams to implement accommodations, interventions, behavior support plans, Section 504 plans, related services, and other supports as appropriate. Monitors student progress toward IEP goals and objectives and ensures compliance with all state and federal regulations related to special education, including required documentation, reporting requirements, evaluations, reevaluations, timelines, and due process procedures. Provides direction and supervision of paraprofessionals and educational assistants as assigned.
Additional Duties and Responsibilities
- Supervising Students: Provides appropriate supervision of students during instructional and non-instructional periods, school activities, field experiences, and other assigned settings to promote student safety and well-being.
- Contributing to Student Activities: Supports student engagement through participation in extracurricular activities, student organizations, academic competitions, and other school-sponsored programs as assigned.
- Performing Assigned Responsibilities: Carries out other duties and responsibilities as assigned by the Principal, Superintendent, or designee in support of the educational mission of Pocahontas County Schools.
