The Parallax Advanced Research Mission is to deliver innovative research and provide technology, human, and business solutions via The Science of Intelligent Teaming™ for government, industry, and academic clients with critical challenges.
Position Summary
Parallax is seeking a skilled Technical Writer to support the development of compelling, compliant, and customer-focused written materials. Reporting to the Senior Vice President of Business Development, this position will play an important role in developing government contract proposals, white papers, articles, marketing materials, capability statements, presentations, and other strategic communications.
The ideal candidate can translate complex technical and programmatic information into clear, persuasive content for government, industry, academic, and public audiences. Preference will be given to candidates with experience developing proposals for federal government customers, particularly within the Department of Defense or related agencies.
Essential Duties and Responsibilities
The responsibilities of this role include, but are not limited to:
  • Write, edit, and coordinate technical and management content for government proposals, Requests for Information, white papers, concept papers, and other business development submissions.
  • Review solicitations and related documents to understand customer requirements, evaluation criteria, instructions, and compliance obligations.
  • Work with capture managers, proposal managers, technical experts, program leaders, and partners to gather and develop accurate content.
  • Translate complex technical concepts into clear, concise, and persuasive language appropriate for the intended audience.
  • Develop proposal outlines, annotated outlines, storyboards, executive summaries, win themes, discriminators, and supporting narratives.
  • Ensure proposal content clearly addresses customer needs, requirements, benefits, outcomes, and evaluation criteria.
  • Edit submissions for clarity, consistency, grammar, readability, tone, compliance, and alignment with Parallax messaging.
  • Support proposal reviews, including Pink Team, Red Team, Gold Team, and final production activities.
  • Develop articles, thought-leadership pieces, website content, brochures, campaign materials, capability statements, and other marketing communications.
  • Maintain reusable content, past-performance information, organizational qualifications, staff biographies, and proposal templates.
  • Coordinate with graphic designers and desktop publishing personnel to integrate graphics, tables, callout boxes, and other visual elements.
  • Manage multiple assignments and deadlines in a fast-paced, collaborative environment.
  • Protect sensitive, proprietary, and government-controlled information.
Minimum Qualifications (Knowledge, Skills, and Abilities
  • Bachelor’s degree in English, communications, journalism, technical writing, business, engineering, or a related field; equivalent relevant experience may be considered.
  • Demonstrated experience writing and editing technical, business, or professional content.
  • Exceptional writing, editing, proofreading, research, and interviewing skills.
  • Ability to organize complex information and communicate it clearly to technical and nontechnical audiences.
  • Strong attention to detail and the ability to follow detailed instructions, templates, style standards, and submission requirements.
  • Ability to collaborate effectively with executives, technical experts, program personnel, and business development teams.
  • Ability to manage competing priorities and meet firm deadlines.
  • Proficiency with Microsoft Word, PowerPoint, and other standard Microsoft 365 applications.
Preferred Qualifications (Knowledge, Skills, and Abilities)
  • Experience developing proposals for federal government contracts.
  • Experience supporting Department of Defense, Air Force, Space Force, or other federal agency proposals.
  • Familiarity with government solicitations, including Requests for Proposals, Requests for Information, Broad Agency Announcements, and Other Transaction opportunities.
  • Working knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement.
  • Experience with the Shipley business development and proposal process or a comparable structured methodology.
  • Experience developing technical, management, past-performance, staffing, and corporate-capability proposal sections.
  • Experience facilitating proposal content development sessions and formal color-team reviews.
  • Familiarity with research and development, technology transition, innovation, national security, or economic development programs.
  • Experience with Adobe Acrobat, SharePoint, proposal management platforms, or desktop publishing tools.
