Program Manager / Task Order Manager

Position Overview

The Program Manager / Task Order Manager is responsible for overall contract execution, staffing, schedule, quality control, risk management, deliverable management, communication, and coordination with the COR and NCHS program stakeholders. This role ensures the contractor team provides timely, compliant, and effective RMF and cloud security operations support throughout the base and option periods.

Key Responsibilities

  • Serve as the primary contractor management point of contact for the COR, Program POC, and contractor leadership.
  • Manage day-to-day task order performance, staffing coverage, workload distribution, deliverable schedules, and quality assurance.
  • Ensure all weekly, monthly, annual, and ad hoc deliverables are completed accurately and submitted on time.
  • Oversee project management/status reports, monthly RMF reports, final reports, training deliverables, SOPs, gap assessments, POA&M reporting, and other contract work products.
  • Maintain a contract action tracker, risk/issue log, deliverable calendar, staffing roster, meeting cadence, and communication procedures.
  • Coordinate personnel onboarding, training completion, NDAs, security processing, role-based training, and continuity of support.
  • Manage surge support, staffing transitions, backup coverage, and workload prioritization.
  • Implement internal quality reviews to ensure deliverables meet NIST, CDC, HHS, and NCHS requirements.
  • Escalate risks, delays, staffing issues, security concerns, and compliance gaps to the COR and internal leadership as appropriate.
  • Ensure the team meets performance standards, including timely reporting, quality of deliverables, POA&M updates, SA&A/RMF support effectiveness, responsiveness, and stakeholder communication.

Qualifications and Experience

  • Experience managing federal cybersecurity, RMF, compliance, cloud security, or information security support contracts.
  • Experience managing FFP task orders, deliverables, staffing plans, quality control, risk management, and customer communications.
  • Familiarity with RMF, FISMA, SA&A/ATO, POA&M, FedRAMP, cloud security, and federal compliance environments.
  • Experience coordinating multidisciplinary teams supporting federal civilian agencies, preferably CDC, HHS, or comparable agencies.
  • Strong experience with status reporting, meeting facilitation, issue escalation, schedule tracking, and quality assurance.
