We are seeking an experienced Manager, Regulatory Compliance to join our management team.


Reporting to the General Manager, this position is responsible for implementing and continuously improving the Company's Quality Assurance (QA) Program and, in collaboration with the Manager, Safety, Security & Risk Management, the Safety Management System (SMS), ensuring compliance with Civil Aviation Regulations (CARs), IOSA standards, company policies, and industry best practices.

The Manager, Regulatory Compliance ensures organizational compliance with industry standards and regulations, promotes operational safety, and supports continuous improvement across all operational and maintenance activities.


Key Responsibilities

Quality Assurance

  • Maintain the Company Quality Assurance Program in accordance with applicable CARs, IOSA standards, and company procedures.
  • Establish and manage an annual audit schedule covering operational and maintenance departments.
  • Conduct and oversee:
    • Internal audits
    • External/vendor audits
    • Follow-up and verification audits
  • Ensure audit findings are:
    • Properly documented
    • Risk assessed
    • Assigned corrective actions
    • Tracked through to closure
  • Maintain a Corrective Action Tracking System.
  • Monitor company compliance with:
    • Regulatory requirements
    • Company manuals and procedures
    • Approved standards and policies
  • Coordinate responses to regulatory audits and inspections.
  • Liaise with Transport Canada, external auditors, customers, and other regulatory agencies as required.
  • Prepare audit reports and provide compliance trend analysis to senior management.
  • Support continuous improvement initiatives across the organization.
  • Manage document control processes related to QA and compliance activities.


Safety Management System (SMS)


In association with the Manager, Safety, Security & Risk Management

  • Maintain and promote the Company Safety Management System (SMS).
  • Ensure the SMS remains compliant with applicable regulatory requirements and company objectives.


Qualifications


  • Aircraft Maintenance Engineer (AME) license with a minimum 6 years of aviation experience in quality assurance, safety management, or maintenance.
  • Specific Knowledge Requirements:
    • Canadian Aviation Regulations (CARs)
    • Safety Management Systems
    • Quality Assurance principles and auditing techniques
  • Preference for candidates with the following experience and/or competencies:
    • Previous supervisory or management experience, ideally within the aviation industry or relevant equivalent
    • Previous auditing experience in the aviation industry or relevant equivalent
    • Formal SMS and/or Quality Assurance training, including Lead Auditor training
    • Experience working with aviation quality systems
    • Experience with IOSA standards
    • Knowledge of risk management methodologies, root cause analysis and corrective action systems and processes
    • Strong organizational, analytical, and problem-solving abilities
    • Excellent written and verbal communication skills
    • Ability to work independently and manage multiple priorities
    • Proficiency with Microsoft Office and electronic reporting systems
